October 16, 2017 Meeting Notes
Peotone Township Regular Meeting
Supervisor Cann called the October meeting of Peotone Township to order at 7:00 P.M. on October 16, 2017.
Ron Schubbe led the Pledge of Allegiance.
The Roll Call indicated all were present except Trustee Kent Heisner.
The minutes of the September 18, 2017 meeting were presented. A motion to accept the minutes as presented was made by Trustee Swartz and was seconded by Trustee Morgan. On a roll call vote, the following members voted “yes”: Morgan, Schubbe, Swartz and Cann. Motion carried unanimously.
There were no visitors were in attendance.
The Town Fund Budget Report was submitted. A motion to accept was made by Trustee Morgan and seconded by Trustee Schubbe. On a roll call vote, the following voted “yes”: Morgan, Schubbe, Swartz and Cann. Motion carried unanimously.
The Road District Funds Budget Report was submitted. A motion to accept was made by Trustee Schubbe and seconded by Trustee Morgan. On a roll call vote, the following voted “yes”: Morgan, Schubbe, Swartz and Cann. Motion carried unanimously.
The Financial Summary Report was submitted. A motion to accept was made by Trustee Swartz and seconded by Trustee Schubbe. On a roll call vote, the following voted “yes”: Morgan, Schubbe, Swartz and Cann. Motion carried unanimously.
The Town Fund bills were then submitted. A motion to pay these bills was made by Trustee Schubbe and seconded by Trustee Swartz. On a roll call vote, the following voted “yes”: Morgan, Schubbe, Swartz and Cann. Motion carried unanimously.
The Road & Bridge, Hard Road and Equipment Funds bills were then submitted. A motion to pay these bills was made by Trustee Morgan and seconded by Trustee Schubbe. On a roll call vote, the following voted “yes”: Morgan, Schubbe, Swartz and Cann. Motion carried unanimously.
Under Additions to the Agenda, nothing was added.
Under Planning & Zoning, there was no business.
The following correspondence was received:
- A notice was received that the Annual Financial Report (AFR) will be filed by Smith, Koelling, Dykstra & Ohm for Peotone Township now that the State of Illinois is ready.
- TOIRMA Survey was received, completed and returned by Supervisor Cann.
- Enbridge letter requesting release of their bond now that the pipe installation is complete. Road Commissioner Hack has fulfilled this request.
- State of Illinois letter regarding personal property tax over payment stating that the IRS forgives any resulting taxes due.
- Will County Center for Community Concerns thank you note for our donation.
- Will County Board of Review sent a letter & tax appeal copy filed for First Midwest Bank.
Under Old Business, Supervisor Cann reported that the State of Illinois sent a letter from the Office of Comptroller explaining that Illinois is planning to switch to the GAAP Basis of Accounting beginning with fiscal year 2019. Currently our Audit Reports are prepared using the Cash Basis of Accounting. This will apply to Townships that have revenues exceeding $850,000 annually.
Under New Business, Supervisor Cann reported that next year’s Levy will be brought to the Board next month for both Town and Road funds. He also reported that the Will County Treasurer’s office has estimated 2.1% as the largest possible increase available using the CPI & EAV data in their calculation. It should be noted that Will County is a Tax Capped county, which limits the potential increase Townships may receive to the county’s calculation.
Under additional New Business, a motion to donate $500 to Helping Hands was made by Trustee Schubbe and seconded by Trustee Swartz. On a roll call vote, the following voted “yes”: Morgan, Schubbe, Swartz and Cann. Motion carried unanimously. Also, a motion to donate $1,000 to the Peotone American Legion’s Christmas Kids Program was made by Trustee Morgan and seconded by Trustee Schubbe. On a roll call vote, the following voted “yes”: Morgan, Schubbe, Swartz and Cann. Motion carried unanimously.
Assessor Latham reported that she attended class last month and received the IPAI Certificate of Completion. She also received a $3,000 award from the State of Illinois Department of Revenue. Congratulations to Pat! She will need to take three course next year as part of her compliance regulations. Assessor Latham asked the Township Board what would the Township do in the event of a catastrophic event in Peotone? The Board responded that the Township Building would be made available for disaster use as well as any other Township assets to assist the public.
Road Commissioner Hack reported that they are working on Eagle Lake Road for improvements & mailboxes. They have completed all tar & chipping responsibilities as of October 12th for the season.
Being no other reports or comments from the Board, a motion to adjourn was made by Trustee Swartz and seconded by Trustee Schubbe at 7:48 P.M. The motion was unanimously accepted.
