November 20, 2017 Meeting Notes
Peotone Township Regular Meeting
Supervisor Cann called the November meeting of Peotone Township to order at 7:00 P.M. on November 20, 2017.
Pat Latham led the Pledge of Allegiance.
The Roll Call indicated all were present.
The minutes of the October 16, 2017 meeting were presented. A motion to accept the minutes as presented was made by Trustee Swartz and was seconded by Trustee Morgan. On a roll call vote, the following members voted “yes”: Morgan, Schubbe, Swartz, Heisner and Cann. Motion carried unanimously.
There were no visitors were in attendance.
The Town Fund Budget Report was submitted. A motion to accept was made by Trustee Heisner and seconded by Trustee Schubbe. On a roll call vote, the following voted “yes”: Morgan, Schubbe, Swartz, Heisner and Cann. Motion carried unanimously.
The Road District Funds Budget Report was submitted. A motion to accept was made by Trustee Schubbe and seconded by Trustee Swartz. On a roll call vote, the following voted “yes”: Morgan, Schubbe, Swartz, Heisner and Cann. Motion carried unanimously.
The Financial Summary Report was submitted. A motion to accept was made by Trustee Morgan and seconded by Trustee Schubbe. On a roll call vote, the following voted “yes”: Morgan, Schubbe, Swartz, Heisner and Cann. Motion carried unanimously.
The Town Fund bills were then submitted. A motion to pay these bills was made by Trustee Swartz and seconded by Trustee Heisner. On a roll call vote, the following voted “yes”: Morgan, Schubbe, Swartz, Heisner and Cann. Motion carried unanimously.
The Road & Bridge, Hard Road and Equipment Funds bills were then submitted. A motion to pay these bills was made by Trustee Morgan and seconded by Trustee Schubbe. On a roll call vote, the following voted “yes”: Morgan, Schubbe, Swartz, Heisner and Cann. Motion carried unanimously.
Under Additions to the Agenda, nothing was added.
Under Planning & Zoning, there was no business.
The following correspondence was received:
- Received a copy of the Will County Senior Services Newsletter.
Under Old Business, a motion to accept Ordinance #9-17 Road District Tax Levy Ordinance was made by Trustee Schubbe and seconded by Trustee Morgan. On a roll call vote, the following voted “yes”: Morgan, Schubbe, Swartz, Heisner and Cann. Motion carried unanimously. A motion to accept Ordinance #10-17 Township Tax Levy Ordinance was made by Trustee Morgan and seconded by Trustee Heisner. On a roll call vote, the following voted “yes”: Morgan, Schubbe, Swartz, Heisner and Cann. Motion carried unanimously. Both Levies were discussed in detail at the October meeting.
Under New Business, Supervisor Cann reported that he attended a Village of Peotone meeting on Nov. 9, 2017 proposing the creation of a Tax Increment Financing (TIF) District in downtown Peotone. It was a meeting for the six taxing bodies of Peotone: The Village of Peotone, Peotone Township, Peotone Fire Protection District, Peotone School District, Peotone Public Library and the Peotone Park District of which only four attended. Supervisor Cann explained that the Village of Peotone had contracted a consulting firm, Kane, McKenna and Associates, Inc., to perform a study and present their proposal to create this TIF District. A recent article by Chris Russell outlining this proposal can also be found in the Peotone Vedette. There are 13 qualification factors that must be met in order to create a TIF District and downtown Peotone meets all of them. Thus, it looks like this will become a reality. The remaining steps are a Public Hearing Meeting on Dec. 11, 2017 and expected TIF Ordinance Adoption on January 8, 2018. The proposed Peotone TIF Budget is $18,550,000 and maximum life of a TIF District is 23 years.
Under other New Business, Supervisor Cann reported that the State of Illinois received our Letter of Objection regarding the property tax appeal of First Midwest Bank. It was decided by the Peotone Township Board to take not take the further action of sending our Attorney to Springfield in order to conserve our Township funds. Supervisor Cann also reported that a resident applied through PACE to get access to the Will Ride program supported by Peotone Township. Our Township is not part of the PACE program and that request needed to be denied. The last New Business item brought before the Board by Supervisor Cann was the receipt of a letter from resident John Fleming. He was requesting clarification if an access roadway named “Linton Lane” was considered a private or public roadway. Road Commissioner Hack investigated this and learned that it is not public property and as such would not be maintained by Peotone Township. This was also confirmed by checking with Will County. Road Commissioner Hack will notify Mr. Fleming of this.
Assessor Latham reported the State of Illinois is in process of considering changes to the General Homestead and Senior Exemption. She also reported that the First Midwest Bank recently executed a sale of the bank property with a lease back. She is in process of investigating the assessed value and taxing implications.
Road Commissioner Hack reported that all snowplow equipment has been installed and is ready for the winter season.
Being no other reports or comments from the Board, a motion to adjourn was made by Trustee Morgan and seconded by Trustee Swartz at 8:12 P.M. The motion was unanimously accepted.
