March 19, 2018 Meeting Notes

Peotone Township Regular Meeting

Supervisor Younker called the March meeting of Peotone Township to order at 7:00 P.M. on March 19, 2018.

John Hack led the Pledge of Allegiance.

The Roll Call indicated all were present.

The minutes of the February 19, 2018 meeting were presented. A motion to accept the minutes as presented was made by Trustee Morgan and was seconded by Trustee Schubbe. On a roll call vote, the following members voted “yes”: Morgan, Schubbe, Swartz, Heatherwick and Younker. Motion carried unanimously.

No visitors were in attendance.

The Town Fund Budget Report was submitted. A motion to accept was made by Trustee Schubbe and seconded by Trustee Swartz. On a roll call vote, the following voted “yes”: Morgan, Schubbe, Swartz, Heatherwick and Younker. Motion carried unanimously.

The Road District Funds Budget Report was submitted. A motion to accept was made by Trustee Schubbe and seconded by Trustee Heatherwick. On a roll call vote, the following voted “yes”: Morgan, Schubbe, Swartz, Heatherwick and Younker. Motion carried unanimously.

The Financial Summary Report was submitted. A motion to accept was made by Trustee Morgan and seconded by Trustee Schubbe. On a roll call vote, the following voted “yes”: Morgan, Schubbe, Swartz, Heatherwick and Younker. Motion carried unanimously.

The Town Fund bills were then submitted. A motion to pay these bills was made by Trustee Morgan and seconded by Trustee Swartz. On a roll call vote, the following voted “yes”: Morgan, Schubbe, Swartz, Heatherwick and Younker. Motion carried unanimously.

The Road & Bridge and Hard Road Funds bills were then submitted. A motion to pay these bills was made by Trustee Schubbe and seconded by Trustee Morgan. On a roll call vote, the following voted “yes”: Morgan, Schubbe, Swartz, Heatherwick and Younker. Motion carried unanimously.

Under Additions to the Agenda, there were none.

Under Planning & Zoning, there was no business to discuss.

The following correspondence was received:

  • The TOIRMA 2018 – 2019 coverage package survey has been filled out by Supervisor Younker and Road Commissioner Hack and returned to TOIRMA.
  • Will County Center for Community Concerns letter highlighting the organization’s services was received.
  • Will County statement of taxes collected (2016 levy) from Steven Weber was presented.
  • Intergovernmental Agreement between Will County and Peotone Twp. (Signed copy returned for our files)
  • Email to Smith, Koelling, Dykstra & Ohm tp contract formal audit; Apr. 1, 2017 – Dec 31, 2017
  • Will County Clerk notice of election polling place setup for the March 20th.

Under Old Business, Supervisor Younker reported that he and Assessor Latham meet with officials from the Village of Peotone to get a solution to the problem Assessor Latham has had getting  access to building plans for new construction in the village.  A solution has been reached and hopefully will solve any problems.  If not they will meet again in the future.

The board was presented with a list of possible shared office expenses that could be shared between the Road/Bridge Fund and the Town Fund to better reflect the true office costs for each fund.

Clerk Heisner reported and had been in contact with the Home Pages telephone book.  He received an email confirming that the phone numbers for the Road Commissioner and the Assessor offices will be listed in future phone books they publish.

Under New Business, Supervisor Younker presented to Clerk Heisner the unopened bank bids* that were mailed to the Township. Clerk Heisner opened the bids in the meeting and shared the following information from each bank:

After discussion by the Board members, a motion to accept the First Midwest Bank bid for the Fiscal Year of April 2018 through March 2019 was made by Trustee Schubbe and seconded by Trustee Swartz. On a roll call vote, the following voted “yes”: Morgan, Schubbe, Swartz, Heatherwick and Younker. Motion carried unanimously.

Under additional New Business, Clerk Heisner reminded everyone about the upcoming Annual Meeting on April 10. The meeting notice postings will be put up around March 27 and in The Vedette on March 29th.

Supervisor Younker presented the meeting dates for the 2018 – 2019 year. Motion to accept the proposed meeting was made by Trustee Schubbe and seconded by Trustee Swartz. On a roll call vote, the following voted “yes”: Morgan, Schubbe, Swartz, Heatherwick and Younker. Motion carried unanimously.

More New Business, Supervisor Younker presented a draft of the 2018-2019 Road & Bridge and Hard Road Budget developed by Road Commissioner Hack. He also presented a draft of the 2018-2019 Township Fund and Assessor Budget. Supervisor Younker also presented a list of the organizations that the township typically donated to in the past. These documents were discussed and reviewed by the Board. The formal budgets will be presented next month for approval.

Assessor Latham reported there has been an increase in the Senior Freeze.

Road Commissioner Hack reported that they are caught up with most work. He has met with companies that provide stone for the township.  He expects a drop in the stone prices for the upcoming year which will mean considerable saving s in this year’s stone purchases.

Being no other reports or comments from the Board, a motion to adjourn was made by Trustee Swartz and seconded by Trustee Morgan at 7:50 P.M. The motion was unanimously accepted.
