June 19, 2017 Meeting Notes
Peotone Township Regular Meeting
Supervisor Cann called the June meeting of Peotone Township to order at 7:00 P.M. on June 19, 2017.
Gene Younker led the Pledge of Allegiance.
The Roll Call indicated all were present.
The minutes of the May 15, 2017 meeting were presented. A motion to accept the minutes as presented was made by Trustee Heisner and was seconded by Trustee Schubbe. On a roll call vote, the following members voted “yes”: Morgan, Schubbe, Swartz, Heisner and Cann. Motion carried unanimously.
The following visitors were in attendance: Residents Catherine McIlwee and Tina Cann. Neither had any comments. The Peotone Township Board took this opportunity to thank Tina Cann for over ten years of dedicated service upon her retirement from her Deputy Supervisor position effective July 1st. The Board presented her with a thank you gift, flowers and card that they purchased with their own personal money. Tina expressed her thanks and was touched by the Board’s kindness.
The Town Fund Budget Report was submitted. A motion to accept was made by Trustee Swartz and seconded by Trustee Heisner. On a roll call vote, the following voted “yes”: Morgan, Schubbe, Swartz, Heisner and Cann. Motion carried unanimously.
The Road District Funds Budget Report was submitted. A motion to accept was made by Trustee Heisner and seconded by Trustee Schubbe. On a roll call vote, the following voted “yes”: Morgan, Schubbe, Swartz, Heisner and Cann. Motion carried unanimously.
The Financial Summary Report was submitted. A motion to accept was made by Trustee Schubbe and seconded by Trustee Swartz. On a roll call vote, the following voted “yes”: Morgan, Schubbe, Swartz, Heisner and Cann. Motion carried unanimously.
The Town Fund bills were then submitted. A motion to pay these bills was made by Trustee Schubbe and seconded by Trustee Heisner. On a roll call vote, the following voted “yes”: Morgan, Schubbe, Swartz, Heisner and Cann. Motion carried unanimously.
The Road & Bridge, Hard Road and Equipment Funds bills were then submitted. A motion to pay these bills was made by Trustee Heisner and seconded by Trustee Swartz. On a roll call vote, the following voted “yes”: Morgan, Schubbe, Swartz, Heisner and Cann. Motion carried unanimously.
Under Additions to the Agenda, nothing was added.
Under Planning & Zoning, Supervisor Cann distributed copies of Will County’s 2040 Long Range Transportation Plan Summary. The detailed plan will remain at the Township Building for future reference. The plan can also be viewed on the Will County website at: www.willcountyillinois.com.
The following correspondence was received:
Will County sent a notice that the Peotone Township Building will be used for the next election on March 18, 2018.
Anthony Deluca sent an invitation for a cookout on July 7, 2017 in Glenwood.
Will County Forest District sent an updated booklet.
TOIRMA representative, Mr. Sean Richardson, met with Supervisor Cann and Road Commissioner Hack on June 1st. Mr. Richardson shared all of the Risk Management services provided to Peotone Township and that a small life insurance benefit of $10,000 is provided for any Illinois Township Board member that passes while in office. TOIRMA recommends that all Illinois Townships adopt a Loss Control Policy and a suggested document was provided. This policy adoption will be considered under New Business.
Under Old Business, Supervisor Cann completed an on-line census survey. Supervisor Cann also distributed to the Peotone Township Board the formal township audit results performed by the independent auditor’s firm of Smith, Koelling, Dykstra, & Ohm, P.C. A copy will be maintained in the township building for anyone to review upon request. Everything was found to be in good order.
Under New Business, after some discussion, a motion to adopt the TOIRMA recommended Township Loss Control Policy was made by Supervisor Cann and seconded by Trustee Heisner. On a roll call vote, the following voted “yes”: Morgan, Schubbe, Swartz, Heisner and Cann. Motion carried unanimously. The signed original policy document will be maintained on file at the Township Building for future reference. A motion to approve Prevailing Wages Ordinance 5-17 was made by Trustee Swartz and seconded by Trustee Heisner. On a roll call vote, the following voted “yes”: Morgan, Schubbe, Swartz, Heisner and Cann. Motion carried unanimously. A motion to approve Prevailing Wages Ordinance 6-17 was made by Trustee Heisner and seconded by Trustee Schubbe. On a roll call vote, the following voted “yes”: Morgan, Schubbe, Swartz, Heisner and Cann. Motion carried unanimously.
Assessor Latham reported that for any future FOIA requests that are in excess of 50 pages, she would go to Staples to have the copies made. The first 50 pages will be at no cost to the requestor and any subsequent pages will be charged at $0.15 per sheet single sided or $0.30 per sheet double sided. The Board thought that was fair. Assessor Latham also offered to explain the details of her responsibilities to any Board member upon their request to help them better understand what she does.
Road Commissioner Hack reported that patching and tar & chipping will commence July 1st.
Being no other reports or comments from the Board, a motion to adjourn was made by Trustee Swartz and seconded by Trustee Schubbe at 8:02 P.M. The motion was unanimously accepted.
