April 17, 2017 Meeting Notes


Peotone Township Regular Meeting

Trustee Swartz called the April meeting of Peotone Township to order at 7:00 P.M. on April 17, 2017.
Randy Swartz led the Pledge of Allegiance.
The Roll Call indicated all were present except Supervisor Cann and Assessor Latham.
The minutes of the March 20, 2017 meeting were presented. A motion to accept the minutes as presented was made by Trustee Morgan and was seconded by Trustee Schubbe. On a roll call vote, the following members voted “yes”: Morgan, Schubbe, Swartz and Heisner. Motion carried unanimously.
The following visitors were in attendance: Natalie Murawski, Brian Hamann and Virginia Gates-Hamann. No one had any comments or questions.
The Town Fund Budget Report was submitted. A motion to accept was made by Trustee Schubbe and seconded by Trustee Heisner. On a roll call vote, the following voted “yes”: Morgan, Schubbe, Swartz and Heisner. Motion carried unanimously.
The Road District Funds Budget Report was submitted. A motion to accept was made by Trustee Heisner and seconded by Trustee Schubbe. On a roll call vote, the following voted “yes”: Morgan, Schubbe, Swartz and Heisner. Motion carried unanimously.
The Financial Summary Report was submitted. A motion to accept was made by Trustee Morgan and seconded by Trustee Heisner. On a roll call vote, the following voted “yes”: Morgan, Schubbe, Swartz and Heisner. Motion carried unanimously.
The Town Fund bills were then submitted. A motion to pay these bills was made by Trustee Heisner and seconded by Trustee Schubbe. On a roll call vote, the following voted “yes”: Morgan, Schubbe, Swartz and Heisner. Motion carried unanimously.
The Road & Bridge and Hard Road Funds bills were then submitted. A motion to pay these bills was made by Trustee Schubbe and seconded by Trustee Heisner. On a roll call vote, the following voted “yes”: Morgan, Schubbe, Swartz and Heisner. Motion carried unanimously.
Under Additions to the Agenda, a request for administering the Oath of Office to the newly elected Township Officials in attendance was added.
Under Planning & Zoning, there was no business to discuss.
The following correspondence was received:
    •    Workforce Center of Will County email of their “What’s Happening” weekly edition.
    •    TOIRMA Update reminding the Illinois townships that TOIRMA provides bond coverage for the Supervisor/Road District Treasurer for the upcoming four-year term.
    •    Will County Center for Community Concerns issued a survey, which was completed by Supervisor Cann and returned on 3/31/2017.
    •    Supervisor Cann received a confirmation e-mail from Brian Smith, Executive Director of TOI, that the cost of the formal audit of the Township’s books by Smith, Koelling, Dykstra & Ohm, P.C. can be split between the Town Fund and Road District Funds as long as it is budgeted in each. Since the budgets are in compliance with that requirement, the cost will be split as such.
    •    Supervisor Cann received a resident’s request to burn. Supervisor Cann confirmed the policy requirements of Will County and shared those with the resident giving approval as long as the policy requirements were met. A copy of the WC Policy requirements will be maintained in the Township building for future use.
    •    Peotone Chamber of Commerce request for donations to its 1st Annual Peotone Summer Fest to be held sometime during the summer of 2017. The Board took no action on this item.
    •    Will County Center for Community Concerns newsletter marking that organization’s 30th anniversary. Donations maybe considered at next month’s meeting.
    •    Request letter for donations to Dollars for Scholars for Peotone HS seniors. A motion to donate $500.00 each for a male & female high school senior that live within Peotone Township was made by Trustee Morgan and seconded by Trustee Schubbe. On a roll call vote, the following voted “yes”: Morgan, Schubbe, Swartz and Heisner. Motion carried unanimously.
    •    Supervisor Cann found on the TOI site a sample ordinance per Public Act 99-004, the Local Government Travel Expense Control Act. He had not received that earlier but acted immediately by creating Ordinance 4-17 for Peotone Township for April 2017 business. Clerk Younker reviewed the ordinance with the Board and discussion followed. A motion to adopt Ordinance 4-17, an ordinance governing township travel expenses, was made by Trustee Heisner and seconded by Trustee Morgan. On a roll call vote, the following voted “yes”: Morgan, Schubbe, Swartz and Heisner. Motion carried unanimously.
Under Old Business, Clerk Younker reported that Ann Wendlick, the resource that the Township Board approved to begin updating & maintaining our TOI website, had already updated the Peotone Township website effective April 17. Clerk Younker shared a print copy of all the site changes and additions. He suggested that we include a copy of the Peotone Township map on the site. He also suggested adding a Four-Year Plan showing the current road status (gravel, hard road or paved) & improvement plan for all roads and bridges. The Township Board agreed and Road Commissioner Hack agreed to provide that information soon.
Under New Business, a motion to set the time for the public to review the 2017-2018 Town Fund Budget and Road Funds Budget for May 15, 2017 at 6:30 p.m. & 6:45 p.m., respectively, was made by Trustee Heisner and seconded by Trustee Schubbe. On a roll call vote, the following voted “yes”: Morgan, Schubbe, Swartz and Heisner. Motion carried unanimously.
Assessor Latham was not available for her report. The Board expressed its concern that Assessor Latham was not in attendance for her update and that her assessment records may not be fully updated to Will County’s latest electronic records format. It is hoped that this can be discussed more at the May meeting.
Road Commissioner Hack reported that he plans to begin tar & chipping much earlier this summer than last year, hopefully in June. He has ten miles planned for resurfacing. He also stated that the hard road upgrade on Offner will be completed this summer and work will begin on a new three-mile stretch of Eagle Lake Road after that.
Being no other reports or comments from the Board, a motion to adjourn was made by Trustee Morgan and seconded by Trustee Schubbe at 7:42 P.M. The motion was unanimously accepted. Clerk Younker, immediately following, administered the Oath of Office to all newly elected Township Officials attending.
