November 19, 2018 Meeting Notes

Peotone Township Regular Meeting

Supervisor Younker called the November meeting of Peotone Township to order at 7:00 P.M. on November 19, 2018.

Jim Morgan led the Pledge of Allegiance.

The Roll Call indicated all were present except Assessor Latham.

The minutes of the October 15, 2018 meeting were presented. A motion to accept the minutes as presented was made by Trustee Swartz and was seconded by Trustee Morgan. On a roll call vote, the following members voted “yes”: Morgan, Schubbe, Swartz, Heatherwick and Younker. Motion carried unanimously.

There were no visitors were in attendance.

The Town Fund Budget Report was submitted. A motion to accept was made by Trustee Heatherwick and seconded by Trustee Schubbe. On a roll call vote, the following voted “yes”: Morgan, Schubbe, Swartz, Heatherwick and Younker. Motion carried unanimously.

The Road District Funds Budget Report was submitted. A motion to accept was made by Trustee Schubbe and seconded by Trustee Swartz. On a roll call vote, the following voted “yes”: Morgan, Schubbe, Swartz, Heatherwick and Younker. Motion carried unanimously.

The Financial Summary Report was submitted. A motion to accept was made by Trustee Morgan and seconded by Trustee Schubbe. On a roll call vote, the following voted “yes”: Morgan, Schubbe, Swartz, Heatherwick and Younker. Motion carried unanimously.

The Town Fund bills were then submitted. A motion to pay these bills was made by Trustee Swartz and seconded by Trustee Heatherwick. On a roll call vote, the following voted “yes”: Morgan, Schubbe, Swartz, Heatherwick and Younker. Motion carried unanimously.

The Road & Bridge, Hard Road and Equipment Funds bills were then submitted. A motion to pay these bills was made by Trustee Morgan and seconded by Trustee Schubbe. On a roll call vote, the following voted “yes”: Morgan, Schubbe, Swartz, Heatherwick and Younker. Motion carried unanimously.

Under Additions to the Agenda, nothing was added.

Under Planning & Zoning, there was no business.

The following correspondence was received:

  • Received a copy of the Will County Senior Services Newsletter.
  • Will County Executive sent an update on the county recycling program. We put the link on our website
  • Peotone Township website was updated to include the township’s road, bridge and equipment plan for the next 3 years.
  • Peotone Chamber of Commerce Christmas party is December 6th
  • American Legion’s letter concerning their annual Christmas children’s program.
  • Supervisor Younker filled out and returned the TOIRMA Survey that he received.
  • Supervisor shared an email he sent to Peotone Town President Steve Cross concerning blue print access for Assessor Latham.
  • Update from PACE Transportation.

Under Old Business, a motion to accept Ordinance #9-18 Road District Tax Levy Ordinance was made by Trustee Schubbe and seconded by Trustee Morgan. On a roll call vote, the following voted “yes”: Morgan, Schubbe, Swartz, Heatherwick and Younker.  Motion carried unanimously. A motion to accept Ordinance #10-18 Township Tax Levy Ordinance was made by Trustee Morgan and seconded by Trustee Heisner. On a roll call vote, the following voted “yes”: Morgan, Schubbe, Swartz, Heatherwick and Younker.  Motion carried unanimously. Both Levies were discussed in detail at the October meeting.

Other Old Business; Verizon has completed installation of the new phone service.  Verizon was able to give us a free router to use.  A motion to discontinue the use of the FAX Line was made by Trustee Schubbe and seconded by Trustee Swartz. On a roll call vote, the following voted “yes”: Morgan, Schubbe, Swartz, Heatherwick and Younker. Motion carried unanimously.

Under New Business, A motion to renew the Will County “Will Rides” Inter Governmental Agreement (IGA) with its same provisions for 2019 between Peotone township and Will County was made by Trustee Schubbe and seconded by Trustee Morgan. On a roll call vote, the following voted “yes”: Morgan, Schubbe, Swartz, Heatherwick and Younker.  Motion carried unanimously

Under other New Business, Clerk/FIOA Officer Heisner reported there has been another FOIA request from Jim Bowden.  He led a discussion on the concerns we should have with this continuing FOIA requests situation.  Heisner believes we need do a better job of reporting work time sheets by the road and assessors employees.  He will prepare labor sheets that provide more information for the board approval next month.

Assessor Latham was not present to submit a report.  Supervisor Younker did note for the board to know that Supervisor Latham did increase the hourly wage for her helper from $12/hr. to $15/hr.  The allocation of funds for the assessor’s helper remains the same.

Road Commissioner Hack reported that all snowplow equipment has been installed and is ready for the winter season.  Ditch work on Eagle Lake Road continues.  All gravel has been delivered for this season.

Being no other reports or comments from the Board, a motion to adjourn was made by Trustee Swartz and seconded by Trustee Morgan at 7:55 P.M. The motion was unanimously accepted.
