March 18, 2019 Meeting Notes

Peotone Township Regular Meeting

Supervisor Younker called the March meeting of Peotone Township to order at 7:00 P.M. on March 18, 2019.

Grant Heatherwick led the Pledge of Allegiance.

The Roll Call indicated all were present except for Trustee Jim Morgan.

The minutes of the February 18, 2019 meeting were presented. A motion to accept the minutes as presented was made by Trustee Swartz and was seconded by Trustee Schubbe. On a roll call vote, the following members voted “yes”: Schubbe, Swartz, Heatherwick and Younker. Motion carried unanimously.

Visitors in attendance were, Dean Heisner, Marge Brooke, Will County Board Member Judy Ogalla.

The Town Fund Budget Report was submitted. A motion to accept was made by Trustee Schubbe and seconded by Trustee Swartz. On a roll call vote, the following voted “yes”: Schubbe, Swartz, Heatherwick and Younker. Motion carried unanimously.

The Road District Funds Budget Report was submitted. A motion to accept was made by Trustee Schubbe and seconded by Trustee Heatherwick. On a roll call vote, the following voted “yes”: Schubbe, Swartz, Heatherwick and Younker. Motion carried unanimously.

The Financial Summary Report was submitted. A motion to accept was made by Trustee Heatherwick and seconded by Trustee Schubbe. On a roll call vote, the following voted “yes”: Schubbe, Swartz, Heatherwick and Younker. Motion carried unanimously.

The Town Fund bills were then submitted. A motion to pay these bills was made by Trustee Schubbe and seconded by Trustee Heatherwick. On a roll call vote, the following voted “yes”: Schubbe, Swartz, Heatherwick and Younker. Motion carried unanimously.

The Road & Bridge and Hard Road Funds bills were then submitted. A motion to pay these bills was made by Trustee Schubbe and seconded by Trustee Heatherwick. On a roll call vote, the following voted “yes”: Schubbe, Swartz, Heatherwick and Younker. Motion carried unanimously.

Under Additions to the Agenda, Will County Board Member Judy Ogalla asked to speak about legislation pending that would affect the future of township governments in Illinois.

Under Planning & Zoning, there was no business to discuss.

The following correspondence was received:

  • The TOIRMA 2019 – 2020 coverage package survey has been filled out by Supervisor Younker and Road Commissioner Hack 2/28/2019 and returned to TOIRMA.
  • Will County Clerk sent out a reminder that Statement of Economic Interests need to be filed by May 1st.
  • Workforce of Will County; notice of job fair in April.
  • Will County Senior Services Monthly newsletter.
  • Will County Senior Services asking for help with meals on wheels program.
  • Email from Lockport Twp. Clerk in regards to HB 3301.
  • Peotone Chamber of Commerce – April 4 Development Showcase at Northfield Mall in Kankakee.
  • Will-ride program director Wendy Gerlich about meeting 3/8/19
  • Letter from Will County Board Member Judy Ogalla in regards to, truck routes in Eastern Will County. She will be setting up a meeting soon for road commissioners.

Under Old Business,  Supervisor Younker presented to Clerk Heisner the unopened bank bids* that were mailed to the Township. Clerk Heisner opened the bids in the meeting and shared the following information from each bank:

First Community Bank was contacted to provide a bid and replied with the following letter;

First Community Bank and Trust (the “Bank”) has always prided itself on offering quality products and excellent service to individuals, businesses, and taxing districts that it serves.  Per a conversation with the Peotone Township Supervisor, Gene Younker, the bank is declining to bid at this time based on the following facts:

  1. The bank does not offer the terms requested by Peotone Township.
  2. The Township is not receptive to the bank’s approach regarding insurance coverage on funds in excess of $250,000.00.

Supervisor Younker and I have mutually agreed to contact each other should either position change.

After discussion by the Board members, a motion to accept the First Midwest Bank bid for the Fiscal Year of April 2019 through March 2020 was made by Trustee Schubbe and seconded by Trustee Swartz. On a roll call vote, the following voted “yes”: Schubbe, Swartz, Heatherwick and Younker. Motion carried unanimously.

New Business, Clerk Heisner reminded everyone about the upcoming Annual Meeting on April 9. The meeting notice postings will be put up around March 25 and in The Vedette on March 28th.

Supervisor Younker presented the meeting dates for the 2019 – 2020 year. Motion to accept the proposed meeting was made by Trustee Schubbe and seconded by Trustee Swartz. On a roll call vote, the following voted “yes”:, Schubbe, Swartz, Heatherwick and Younker. Motion carried unanimously.

Will County Board Member Judy Ogalla spoke to the board about unpcoming legislation that would affect our area, Illinois HB 3301 would eliminate the township clerk position in several northern Will County townships.   A motion for the board to send a letter against the legislation was made by Trustee Schubbe and seconded by Trustee Heatherwick. On a roll call vote, the following voted “yes”: Schubbe, Swartz, Heatherwick and Younker. Motion carried unanimously.

Assessor Latham expressed her thoughts against the new timesheets the board had approved.  She had contacted Asst. States Attorney Phil Mock and she said he said the board could not require this from her office.  Clerk Heisner will contact TOI to confirm what is required by FOIA for documentation of workers hours and duties.  Assessor Latham also expressed the need that the FAX Line be reinstalled because it is needed contrary to previous thoughts.  A motion that the FAX Line be reinstalled was made by Trustee Heatherwick and seconded by Trustee Schubbe. On a roll call vote, the following voted “yes”: Schubbe, Swartz, Heatherwick and Younker. Motion carried unanimously.

Road Commissioner Hack reported that he and other eastern Will County Road Commissioners recently met with Will County officials to discuss truck traffic problems and concerns.  He expects to bid out blacktopping of 88th Ave. up to Offner Rd.  this year.

Being no other reports or comments from the Board, a motion to adjourn was made by Trustee Swartz and seconded by Trustee Schubbe at 8:25 P.M. The motion was unanimously accepted.
