August 12, 2019 Meeting Notes

Peotone Township Regular Meeting

Supervisor Younker called the May meeting of Peotone Township to order at 7:00 P.M. on August 12, 2019.

Ron Schubbe led the Pledge of Allegiance.

The Roll Call indicated all were present.

The minutes of the July 15, 2019 meeting were presented. A motion to accept the minutes as presented was made by Trustee Swartz and was seconded by Trustee Schubbe. On a roll call vote, the following members voted “yes”: Morgan, Schubbe, Swartz, Heatherwick and Younker. Motion carried unanimously.

Seven visitors in attendance, Jim Bowden and Virginia Gates-Hammen asked to address the board.

Jim Bowden expressed his thoughts about the great job the Peotone Township Assessor was doing.  He stated Assessor Latham has received many awards for her great job and that the current 1.00 multiplier is a great example of the excellence in her performance. 

Virginia Gates-Hamann expressed her concerns that the latest assessment on her farm property was too high.

The Town Fund Budget Report was submitted. A motion to accept was made by Trustee Morgan and seconded by Trustee Swartz. On a roll call vote, the following voted “yes”: Morgan, Schubbe, Swartz, Heatherwick and Younker. Motion carried unanimously.

The Road District Funds Budget Report was submitted. A motion to accept was made by Trustee Schubbe and seconded by Trustee Morgan. On a roll call vote, the following voted “yes”: Morgan, Schubbe, Swartz, Heatherwick and Younker. Motion carried unanimously.

The Financial Summary Report was submitted. A motion to accept was made by Trustee Swartz and seconded by Trustee Schubbe. On a roll call vote, the following voted “yes”: Morgan, Schubbe, Swartz, Heatherwick and Younker. Motion carried unanimously.

The Town Fund bills were then submitted. A motion to pay these bills was made by Trustee Morgan and seconded by Trustee Schubbe. On a roll call vote, the following voted “yes”: Morgan, Schubbe, Swartz, Heatherwick and Younker. Motion carried unanimously.

The Road & Bridge, Hard Road and Equipment Funds bills were then submitted. A motion to pay these bills was made by Trustee Schubbe and seconded by Trustee Heatherwick. On a roll call vote, the following voted “yes”: Morgan, Schubbe, Swartz, Heatherwick and Younker. Motion carried unanimously.

Under Additions to the Agenda; the latest information Supervisor Younker has received about the requirements for a deputy assessor and Trustee Schubbe had a concern he wanted to make the board aware of.

Under Planning & Zoning, not matters to be addressed at this time.

The following correspondence was received:

  • Correspondence from TOI Bryan Smith concerning oath of office for deputy assessor.
  • Village of Peotone TIF proposal literature.
  • Sinnick/Clements lawsuit stating Peotone Twp has been removed from the case.
  • Certification of Education Qualification from IDR Assessment Education for Virginia Gates-Hamann.
  • Annual report from Will County Center for Community Concerns.

Under Old Business, there was none.

Under New Business, Supervisor Younker addressed the board with the latest information he had received from Bryan Smith of TOI and Adrianne Suits Bailey (IDR Assessment Education).  The situation is that he received conflicting information from them and is waiting for Adrianne Suits Bailey to answer the email he sent with questions for clarification on this situation.  Assessor Latham expressed her thoughts that she felt we should administer the oath of office because of the email she received from Adrianne Suits Bailey.  A motion to table this situation until the September meeting was made by Trustee Heatherwick and seconded by Trustee Morgan.  On a roll call vote, the following voted “yes”: Morgan, Schubbe, Swartz, Heatherwick and Younker. Motion carried unanimously.

Trustee Schubbe addressed the board with a concern that it has been reported to him that the Assessor Assistant Rosenberg had identified herself as the assessor when she approached a citizen at a property she was inspecting. 

Supervisor Younker read an update on Will County Board business from Board Member Judy Ogalla. Will County has formed committees for concerns about the 2020 Census, affordable housing and gas tax dialogue.

Assessor’s report; Assessor Latham stated that First Midwest Bank has request a reduction in their assessment. She asked that we again send a letter of protest against that.  She also reported there are problems with the current computer program that Will County is using.  The board agreed with Assessor Latham’s recommendation during the January meeting that we not update our system to match the county program.

Road Commissioner Hack reported that they had completed 8 miles of A-1 and 2 miles of blacktop on 88th Avenue.  A bid was received and accepted to blacktop approximately 2 miles of Center Road yet this fall.

Being no other reports or comments from the Board, a motion to adjourn was made by Trustee Swartz and seconded by Trustee Morgan at 7:45 P.M. The motion was unanimously accepted.
