April 15, 2019 Meeting Notes
Peotone Township Regular Meeting
Supervisor Gene Younker called the January meeting of Peotone Township Board to order at 7:01 P.M. on April 15, 2019.
Clerk Kent Heisner led the Pledge of Allegiance.
The Roll Call indicated Trustee Swartz was absent.
The minutes of the March 18, 2019 meeting were presented. A motion to accept the minutes as presented was made by Trustee Morgan and was seconded by Trustee Heatherwick. On a roll call vote, the following members voted “yes”: Morgan, Schubbe, Heatherwick and Younker. Motion carried unanimously.
Three visitors were in attendance. Resident Virginia Hamman asked to talk. She was concerned about statements made at the annual meeting concerning her were not correct. She asked that it be put into record that it was her decision alone to run for assessor in the last election. She stated she was not recruited or influenced by anyone that was on the township board in her decision to seek the position of township assessor.
The Town Fund Budget Report was submitted. A motion to accept was made by Trustee Morgan and seconded by Trustee Schubbe. On a roll call vote, the following voted “yes”: Morgan, Schubbe, Heatherwick and Younker. Motion carried unanimously.
The Road District Funds Budget Report was submitted. A motion to accept was made by Trustee Heatherwick and seconded by Trustee Schubbe. On a roll call vote, the following voted “yes”: Morgan, Schubbe, Heatherwick and Younker. Motion carried unanimously.
The Financial Summary Report was submitted. A motion to accept was made by Trustee Morgan and seconded by Trustee Schubbe. On a roll call vote, the following voted “yes”: Morgan, Schubbe, Heatherwick and Younker. Motion carried unanimously.
The Town Fund bills were then submitted. A motion to pay these bills was made by Trustee Schubbe and seconded by Trustee Heatherwick. On a roll call vote, the following voted “yes”: Morgan, Schubbe, , Heatherwick and Younker Motion carried unanimously.
The Road & Bridge, Hard Road and Equipment Funds bills were then submitted. A motion to pay these bills was made by Trustee Schubbe and seconded by Supervisor Younker. On a roll call vote, the following voted “yes”: Morgan, Schubbe, Heatherwick and Younker. Motion carried unanimously.
Additions to the agenda included Will County Board Member Judy Ogalla to update us on current state legislation and repot on truck traffic in eastern Will County. A report on changes to the updated time sheets that the board had previously adopted.
The following correspondence was received:
- A letter was sent to Illinois State Rep. Manley citing our questions and concerns about HB 3301.
- Supervisor Younker updated us on correspondence with Susan Sorenson concerning West Peotone Cemetery.
- Email from Will County Board Member Judy Ogalla telling us of an upcoming meeting concerning truck routes in Eastern Will County.
- Civil action #1:17-CV-04132, wrong township information was given in the lawsuit.
- Senior Services of Will County asking for donation.
- Peotone Scholarship Committee Request for scholarship donations. Resolved in new business.
- Letter from Will County Clerk’s office updating us on changes to the tax levy.
Under Old Business, Will County Board Member Judy Ogalla updated us on HB 3301 that the legislation is progressing and she thanked us for our letters we sent to Representative Manley with our concerns. She also told us that Will County Board has developed a plan of action for the future of Solar Farms win Will County. Recent meetings concerning truck traffic in Eastern Will County a discussion of designating certain roads as truck routes and then doing traffic enforcement will help alleviate the current problems with truck traffic.
Other Old Business, Kent Heisner reported on his email contact with Bryan Smith of TOI, confirmed that the new timesheets were not necessary to be in compliance with FOIA requests. Road Commissioner Hack and Assessor Latham can use the timesheets that had been used in past years.
Supervisor Younker discussed the proposed changes in the 2019-2020 proposed budgets.
The board did a review of the donations plan for the 2019 – 2020 fiscal year. Trustee Morgan made a motion that we accept the proposal, Trustee Schubbe seconded the motion. On a roll call vote, the following voted “yes”: Morgan, Schubbe, Heatherwick and Younker. Motion carried unanimously.
Under New Business, the board set the times for the Town Fund and Road Budget Hearings at 6:30 pm and 6:45 pm on May 20, 2019. Trustee Morgan made a motion that we accept the proposal, Trustee Schubbe seconded the motion. On a roll call vote, the following voted “yes”: Morgan, Schubbe, Heatherwick and Younker. Motion carried unanimously.
The request for scholarship funds from the Peotone Community Scholarship Association was discussed. Trustee Morgan made a motion that we give a $500 scholarship to the program, Trustee Schubbe seconded the motion. On a roll call vote, the following voted “yes”: Morgan, Schubbe, Heatherwick and Younker. Motion carried unanimously.
Assessor Pat Latham reported on what was required for the assessor’s office to do for the upcoming quadrennial reassessments.
Road Commissioner Hack reported that the ongoing grading of the roads, cold patching and hauling of gravel. Plans to blacktop 88th avenue this summer are ongoing.
Being no other reports or comments from the Board, a motion to adjourn was made by Trustee Heatherwick and seconded by Trustee Morgane at 7:54 P.M. The motion was unanimously accepted.
