November 18, 2019 Meeting Notes

Peotone Township Regular Meeting 

Supervisor Younker called the November meeting of Peotone Township to order at 7:00 P.M. on November 18, 2019.

Trustee Heatherwick led the Pledge of Allegiance.

The Roll Call indicated all were present except Trustee Morgan.

The minutes of the October 21, 2019 meeting were presented. A motion to accept the minutes as presented was made by Trustee Swartz and was seconded by Trustee Heatherwick. On a roll call vote, the following members voted “yes”: Schubbe, Swartz, Heatherwick and Younker. Motion carried unanimously.

There were visitors were in attendance, Virginia Hamman.

The Town Fund Budget Report was submitted. A motion to accept was made by Trustee Heatherwick and seconded by Trustee Schubbe. On a roll call vote, the following members voted “yes”: Schubbe, Swartz, Heatherwick and Younker. Motion carried unanimously.

The Road District Funds Budget Report was submitted. A motion to accept was made by Trustee Schubbe and seconded by Trustee Swartz. On a roll call vote, the following members voted “yes”: Schubbe, Swartz, Heatherwick and Younker. Motion carried unanimously.

The Financial Summary Report was submitted. A motion to accept was made by Trustee Swartz and seconded by Trustee Schubbe. On a roll call vote, the following members voted “yes”: Schubbe, Swartz, Heatherwick and Younker. Motion carried unanimously..

The Town Fund bills were then submitted. A motion to pay these bills was made by Trustee Swartz and seconded by Trustee Heatherwick. On a roll call vote, the following members voted “yes”: Schubbe, Swartz, Heatherwick and Younker. Motion carried unanimously.

The Road & Bridge, Hard Road and Equipment Funds bills were then submitted. A motion to pay these bills was made by Trustee Heatherwick and seconded by Trustee Schubbe. On a roll call vote, the following voted “yes”: Schubbe, Swartz, Heatherwick and Younker. Motion carried unanimously.

Under Additions to the Agenda; Will County Board Member, Judy Ogalla, will update us on recent board resolutions.  Supervisor Younker will update us on state regulations regarding destruction and retention of township records.

Under Planning & Zoning, there was no business.

The following correspondence was received:

  • Received a copy of the Will County Community Concerns Newsletter.
  • Discussion with Will County Board of Review telling us how to properly do a letter of objection. Attorney Tongren was consulted and gave us a template to use in future objections.
  • IGA application for Will-Ride program.
  • Peotone Chamber of Commerce Christmas party is December 5th
  • American Legion’s email letter concerning their annual Toys for Tots Christmas children’s program.
  • PACE letter and proposed budget brochure.
  • Will County Workforce jobs upcoming workshop dates.

Under Old Business, a motion to accept Ordinance #3-19 Road District Tax Levy Ordinance was made by Trustee Schubbe and seconded by Trustee Heatherwick. On a roll call vote, the following voted “yes”: Schubbe, Swartz, Heatherwick and Younker.  Motion carried unanimously.

A motion to accept Ordinance #4-19 Township Tax Levy Ordinance was made by Trustee Heatherwick and seconded by Trustee Younker. On a roll call vote, the following voted “yes”: Schubbe, Swartz, Heatherwick and Younker.  Motion carried unanimously. Both Levies were discussed in detail at the October meeting.

Under New Business, Will County Board member Judy Ogalla updated us on county board business that concerns us.  She informed us on the proposed new county gas tax.  The board decided to do a resolution opposing the new gas tax.  A motion to approve Peotone Township Board Resolution #3-19 was made by Trustee Heatherwick and seconded by Trustee Younker. On a roll call vote, the following voted “yes”: Schubbe, Swartz, Heatherwick and Younker.  Motion carried unanimously

A motion to renew the Will County “Will Rides” Inter Governmental Agreement (IGA) with its same provisions for 2020 between Peotone Township and Will County was made by Trustee Schubbe and seconded by Trustee Swartz. On a roll call vote, the following voted “yes”: Schubbe, Swartz, Heatherwick and Younker.  Motion carried unanimously.

Supervisor Younker updated us on the required retention and or destruction of township records.  He read the required retention and or destruction of township records memo from Bryan Smith, TOI, stating "Before ANY township records are destroyed, permission must be obtained from the Local Records Commission.” Supervisor Younker made sure everybody was well aware of these legal requirements of state law must be followed by all of us involved with Peotone Township government. He briefly reviewed the State of Illinois Local Records Commission’s process and will invite our contact, Cheri Cameron, to a future meeting.  Supervisor Younker made sure all of us involved in township record keeping understood the importance of this requirement.

Assessor Latham reported she was busy doing board of review submissions.

Road Commissioner Hack reported that all snow equipment is ready for the winter season. Road salt has been purchased.

Being no other reports or comments from the Board, a motion to adjourn was made by Trustee Schubbe and seconded by Trustee Heatherwick at 8:10 P.M. The motion was unanimously accepted.
