General Assistance

  • Food, shelter and emergency relief for the needy until they are able to support themselves.

Monthly Assistance:

Provided in the form of basic needs allowance for rent, food, utilities, clothing, personal and household supplies.  All grants are paid directly to the vendor.  Any resident needing help must meet state mandated guidelines and participate in the Township Community Work Program and Job Search Program.

Emergency Assistance

Financial aid for families with children to alleviate a life threatening circumstance or to assist in attaining self-sufficiency.  Residents must have a late, eviction or disconnect (utility) notice in their name to be eligible for this program. 

Residents are eligible once in a 15 month period.

 

To apply for assistance, you must be a resident of Hampton township.

Please pick up an application at our office located at 209 19th Street East Moline.


The General Assistance office hours are:

Monday - Thursday      9 am to 3 pm

Little Free Pantry     (littlefreepantry.org)

We are a site for the Little Free Pantry Project, we are only housing the pantry and making it accessible.  We are not responsible for contents or use of what is taken or left.  This is an un-monitored community pantry.  What if someone gets sick? Or gets a splinter? Consult The Bill Emerson Good Samaritan Food Donation Act of 1996.

Who is the Little Free Pantry for? The LFP is for neighbors helping neighbors. In high poverty areas, the LFP is most often for those who are not easily able to meet everyday food and personal needs. In middle class neighborhoods, the LFP might stock after-school snacks for neighborhood kids or that "cup of sugar" you never have when you need it. (In my case it's an onion.) In all places, the Little Free Pantry is for those who want and/or need to give.

How does the Little Free Pantry differ from other food pantries? 

  • The LFP is small, so it cannot stock the quantity and variety other food pantries can. For this reason, it should not be relied on for meeting pervasive need.
  • Many food pantries require application before use and have set hours of operation. Anyone may access the LFP at any time.
  • Food pantries operate as service providers, those who use them as clients. The LFP dissolves that professional boundary. Whether stocking or taking stock, everyone approaches the LFP the same way, mediating the shame that accompanies need.
  • Food pantries are critical in addressing food insecurity. But some fall through the cracks. The LFP is a safety net.
  • The LFP is a proving ground, testing concepts like community, charity, justice, and sharing economy.

STOCKING

How do I stock the Little Free Pantry? The original LFP is stocked organically. Those who wish to contribute may do so at their discretion when convenient. Demand outpaces supply, so the LFP is often empty. However, empty shelves are problematic only if no one is contributing. At that point, you might want to organize a group of friends, neighbors, co-workers, church-goers. Thirty of these could be assigned a day of the month to contribute, for example. Please note that irregular supply is an effective control keeping both consumption and traffic manageable. Irregular supply minimizes loitering as well.

What do I stock?

Encourage your contributors to stock according to need. Discourage sharps (razors), chemicals, previously worn clothing (which adds bulk), or anything illegal. Generally, canned vegetables and proteins, personal care items, and paper goods go fast. Kid-friendly non-perishables, crayons, and inexpensive party favor items are great for Summer...school supplies for August!




Community Clothing Center  (Recycle / Thrift Items)

Due to recent flooding in Spring 2019, the clothing center has been shut down due to damage to our lower level.  We are in the process of rebuilding the lower level.  There is no return to service date as of 07/17/19.


 

United Way Illinois / Iowa 2-1-1 resources and Assistance:

Dial 2-1-1 from a telephone for the best resources in the Quad Cities for help.  All calls are confidential. Trained representatives will assist you.  They are available 24 hours a day, 7 days a week.   You must live in Rock Island or Scott Counties.


Types of help available include but are not limited to:

Childcare, rent assistance, utiltiy assistance, unemployment, health and human services needs.

Disabled & Senior Bus Tickets

Disabled Bus tickets are no longer available through your township, however, you can now go through MetroLink’s Illinios Benefit Access program.  For more information please contact Metro-link at 309-788-3360.  You can also apply on line at:         http://www.illinois.gov/aging/BenefitsAccess

Unemployment Bus Tickets (Yearly)

A resident of Hampton Township can receive up to 20 free bus ride tickets in a 12 month period.  An ID and current piece of mail dated with in the last 30 days as proof of address is required.

Licence Plate Discounts

Voter Registration (This service is available in both offices, General Assistance or the Assessor's Office)

To quality to register to vote, a person must:

Be a US Citizen.
Be 18 years old on or before Election Day.
Be a resident of Illinois for at least 30 days prior to the election.
Two forms of identification are required. One must include the applicants name and permanent residence address (no P.O. Boxes). The other just needs to include the applicants name.

Forms of identification must be shown for each person registering to vote, no exceptions.

Notary Services (This service is available in both offices, General Assistance or the Assessor's Office)

Hampton Township provides Notary Services free of charge.  

You must bring in at least one form of acceptable identification.  

This can be such items as:  State Issued Driver's License, State Issued Identification Card, U.S. Military Identification card, Resident Alien Identification Card (Green Card) or a U.S. Passport

Unaccepted forms of identification examples (not a complete listing): Birth Certificates, Social Security Cards, School Identification Cards, Credit or Debit Cards.


Box Tops for Education

The township is a drop off site for Box Tops for Education labels.   Labels for education and can tabs are also collected.   They are split between the 5 schools in our township.  There is a listing of the products included in this program at the township office.


Winter Blankets

Each year blankets are donated to all townships in Rock Island County.  These blankets are distributed as needed to help keep residents warm.


Cell Phones for Winnie’s Place

Old cell phones are sent to a recycling center.  The proceeds benefit domestic abuse woman’s shelters.  These shelters are set up for women and children who are homeless due to domestic violence.  This is set up by Winnie’s Place and through Churches United of the Quad Cities.


United States Flag Disposal

If you have a worn out flag, you may bring it to the township office.  From there it will be taken to the American Legion for proper disposal.


Eye Glassess and Hearing Aid Recycling

Old glasses and hearing aids can be brought to the township office.  From there, these will be taken to the Lion’s Club for the Recycle of Sight program.


Community Bulletin Board

Residential bulletin board is available at the township office.   Need to post something such as items to sell, buy, community awareness, etc.  just stop by during business hours.   Postings will need to be community appropriate and ramain for 1 month.  Hampton Township is not responsible for any postings.


Community Work Program / Assistance for Non-Profit Organizations

Any Rock Island Non-Profit Organizations are encouraged to contact the township with any minor jobs they need assistance with that can be preformed at the township office.  (Stuffing envelopes, etc)  We will assist you with your projects by assigning General Assistance Clients to your project as part of their Community Work Program.  This is at no charge to you.  Work program participants vary, so please call with enough lead time so we can find the right fit for your project.


Toiletries

 The township is now accepting travel or full size toiletries to hand out to anyone needing something to get them by. Residents can donate toiletries to help residents in need.
