Minutes: May 28, 2019 - Regular Meeting

Present at the meeting was Supervisor Lee, Commissioner Scholebo and Clerk Meyer, Trustees Rea and Mueller. There was a quorum present. Office Manager Caldwell, Electors Lois and Angela Kramer, Joe Lee, Max and Barb Merz and Kevin Franko present.

Pledge of Allegiance was said.

Trustee Mueller made the motion to accept the minutes of the last meeting as presented, seconded by Rea. ROLL CALL VOTE: Lee-yes, Rea-yes and Mueller-yes. Vote was 3 yes and 0 no. MOTION CARRIED.

PPR tax payment from Comptroller's Office to Town Fund in the amount of $14,860.73 and Road/Bridge Fund for $18,905.89.

Fines collected from Circuit Clerks Office April, nothing for Chouteau.

Town and Road/Bridge monthly balance reports for April.

Supervisor said MC Emergency crew and IDOT were at Route 3, N of 270, concerning the water problem. If it keeps raining they may have to close that section.

Road Commissioner crew has put a new culvert at St Thomas/Moffet. Commissioner has cleaned out several culverts that have had trash stopping any drainage, therefore yards are flooding. Commissioner has a bid of $5,834.00 from Elan City for 2 solar speed signs, one for each side of Mitchell. Trustee Rea made the motion to accept the bid from Elan City, seconded by Mueller. ROLL CALL VOTE: Lee-yes, Rea-yes and Mueller-yes. Vote was 3 yes and 0 no. MOTION CARRIED.

Supervisor presented a bid from Bonne Terre Construction of $18,925.00 to remodel front entrance of Township Hall. Trustee Mueller made the motion to accept the bid of $18,925.00 seconded by Rea. ROLL CALL VOTE: Lee-yes, Rea-yes and Mueller-yes. Vote was 3 yes and 0 no. MOTION CARRIED.Automatic entry doors will be needed to comply with ADA requirements, a bid for doors from Overhead Door Co., seconded by Rea. ROLL CALL VOTE: Lee-yes, Rea-yes and Mueller-yes. Vote was 3 yes and 0 no. MOTION CARRIED.

Questions from the Floor: Where is Bonne Terre located? Edwardsville. Drainage problems always. Does anyone know why plane was circling KOA for quite a while last week? Break ends on Voight, cars so be sure to keep your car doors locked. Call police if you see anything strange. Residents throwing trash in drainage ditches, Township does have an ordinance that you cannot block drainage ditches. Township may have to think about enforcing the ordinance.

Trustee Rea made the motion to pay the bills of the township, seconded by Mueller. ROLL CALL VOTE: Lee-yes, Rea-yes and Mueller-yes. Vote was 3 yes and 0 no. MOTION CARRIED.

Minutes: May 13, 2019 - Budget Meeting/Regular Meeting 5:45/6:00 pm

Budget Meeting

Present were Supervisor Lee, Clerk Meyer, Trustee Rea, Taylor, Mueller and Office Manager Caldwell.

After going over budget with no changes from tentative budget board will approve at regular board meeting following at 6:00 pm.

Present at the meeting was Supervisor Lee, Commissioner Scholebo and Clerk Meyer, Trustees Rea, Mueller and Taylor. There was a quorum present. MC Board member Foster and Hankins, Metro East Director Adler, Office Manager Caldwell, Electors Steve and Lois Kramer, Donna Wolfe, Rosemary McBride, Stacy Smith, George Miller and Kevin Franko present.

Trustee Mueller made the motion to accept the minutes of the previous meeting as presented, seconded by Rea. ROLL CALL VOTE: Lee-yes, Rea-yes, Mueller-yes and Taylor-yes. Vote was 4 yes and 0 no. MOTION CARRIED.

Director Adler talked about the lack of drainage and the problems it has caused in our area and surrounding areas. Metro East Drainage has been working on problem but after years of neglect it will take years to see any big improvement. He answered questions from the floor.

Supervisor received bids for the parking lot resurfacing. Bids, Eldridge- $34,300/Stutz-$34,450/TR&L-$51,575 and Delaurent-$37,605. After discussing bids, Trustee Rea made a motion to accept Eldridge bid of $34,300, seconded by Mueller. ROLL CALL VOTE: Lee-yes, Rea-yes, Mueller-yes and Taylor-yes. Vote was 4 yes and 0 no. MOTION CARRIED.

Supervisor presented the Town Budget for fiscal year April 1, 2019 through March 31, 2020 in the total $ amount as follows:

Trustee Mueller made the motion to accept the Town Fund Budget as presented, seconded by Rea. ROLL CALL VOTE: Lee-yes, Rea-yes, Mueller-yes and Taylor-yes. Vote was 4 yes and 0 no. MOTION CARRIED.

Supervisor presented the Road District Fund Budget for Fiscal year April 1, 2019 through March 31, 2020 in the total $ amount as follows:

Trustee Taylor made the motion to accept the Road District Fund Budget as presented, seconded by Rea. ROLL CALL VOTE: Lee-yes, Rea-yes, Mueller-yes and Taylor-yes. Vote was 4 yes and 0 no. MOTION CARRIED. 

Road Commissioner Scholebo had (1) one bid to frame in the new office that had been discussed some time ago. He feels the bid is too high, will wait. The Board does not approve or disapprove the Commissioner's decision. Commissioner has received an application for a grant to help clean up a neighborhood in the township. If anyone knows of an area that needs cleaning let him know?

Supervisor thanked all residents that helped clean out ditches that are always clogged with trash after a big rain. Supervisor and Road Commissioner thanked MC board members Hankins and Foster for showing their support of the township by attending our meetings.

MC members Foster and Hankins said the resolution concerning the mobile home parks in county will be presented Thursday at the MC Board meting. The resolution will enable something to be done about the parks after years of neglect.

Questions from the Floor: Drainage problems always. Junk around house on Old Alton Road again. There are houses on W Chain of Rocks Road, Ashland and Guth all need to be torn down. There have been some break-ins in the area; everyone needs to keep watch and call police.

There will be an electrical pick up at Collinsville Township April 18, 2019.

Neighborhoods watch meeting will be June 5, at 6:30 at Township at 6:30 pm

Supervisor reminded everyone the Senior Info Day will be Wednesday, May 22th at 12:00 pm. Mayor from Pontoon Beach will speak.

Trustee Taylor made the motion to pay the bills of the township and road/bridge, seconded by Mueller. ROLL CALL VOTE: Lee-yes, Rea-yes, Mueller-yes and Taylor-yes. Vote was 4 yes and 0 no. MOTION CARRIED.

Minutes: April 22, 2019 - Regular Meeting 6:00 pm

Present at the meeting was Supervisor Lee, Commissioner Scholebo and Clerk Meyer, Trustees Rea, Mueller, Taylor and Werner. There was a quorum present. MC Board Member Foster, Office Manager Caldwell, Electors Steve and Lois Kramer, Donna Wolfe, David and Rosemary McBride and Kevin Franko.

Trustee Mueller made the motion to accept the minutes of the last meeting as presented, seconded by Werner. ROLL CALL VOTE: Lee-yes, Rea-yes, Mueller-yes, Taylor-yes, and Werner-yes. Vote was 5 yes and 0 no. MOTION CARRIED.

Road Commissioner talked about the yearly report he has to do concerning storm water progress and EPA in our area. Metro East Highway Department are both out cleaning ditches. Commissioner wanted to thank the high school honor students for the great job they did in picking up trash.

Clerk reminded board the budget hearings are 5:45 pm before May 13 regular meeting.

Supervisor had a lady call letting him know there are people going around knocking on doors in the area. With a scam or two always out there, letting just anyone in your home could be dangerous.

Questions from the floor: Elector Franko thanked highway crew for cleaning out the railroad ties that someone had thrown in the drainage ditch clogging it up. Also thank Supervisor for put out neighborhood watch signs. Drainage problems always. Trash around Schaffer Road, called Granite and they did pick up something, but there seems to always be more along the roads somewhere.

MC Board member Foster reported that there seems to be some great progress concerning the Mobile Home Parks. Hopefully we will start to see something around June.

Supervisor reminded everyone the Senior Info Day will be Wednesday, the 24th at 12 pm.

Minutes: April 9, 2019 - Annual Meeting 6:00 pm

Present at the meeting were Electors Eddie Lee, Jeff Scholebo, Carole Meyer, Sandy Mueller, Lois Rea, James Taylor, Todd Werner, Vi Taylor, George Miller, Annette Caldwell and Lois Kramer. 

Meyer called the meeting to order at 6:00 pm and Taylor led the group in the pledge of Allegiance.

Meyer called for nominations for Moderator of the proceedings. Eddie Lee made the motion to nominate George Miller, seconded by Rea. Meyer called for nominations three more times. Being none, George Miller was elated by acclamation.

Meyer called for the amount of the salary to be paid to the Moderator. Mueller made the motion to pay the salary of $50.00 as in the past, seconded by Rea. Vote was 11 yes and 0 no. MOTION CARRIED.

Moderator asked for the minutes of the 2018 Annual Town meeting to be read. Meyer read 2018 minutes. Lee made the motion to accept the minutes as presented and seconded by Taylor. The vote was 11 yes and 0 no. MOTION CARRIED.

Moderator Miller called for a vote on the Supervisors Financial Reports (Town Fund). Taylor made the motion to accept the Town Financial Report as read, seconded by Rea. Vote was 11 yes and 0 no. MOTION CARRIED.

Moderator Miller Called for a vote on the Highway Commissioners Report. Werner made the motion to accept the Highway District report as read, seconded by Mueller. Vote was 11 yes and 0 no. MOTION CARRIED.

Moderator Miller informed the Board that the 2020 Annual Town Meeting will be on April 14, 2020 at 6:00 pm at the Chouteau Township Community Hall. Lee made the motion to accept the date, time and place of the 2019 Annual Meeting, seconded by Mueller. Vote was 11 yes and 0 no. MOTION CARRIED.

Moderator Miller called for any questions or comments from the floor. No comments.

With no further business before the Board, Taylor made the motion to adjourn at 6:15 pm seconded by Mueller. Vote was 11 yes and 0 no. MOTION CARRIED.

Minutes: April 8, 2019 - Regular Meeting 6:00 pm

Present at the meeting was Supervisor Lee, Clerk Meyer, Trustees Rea, Mueller, Taylor and Werner There was a quorum present. Madison County Board Member Eric Foster, Collector Taylor, Office Manager Caldwell, Electors Stacy Smith, Charles and Nora Cobb, Larry Jacobs and Teri Gonterman.

Trustee Mueller made the motion to accept the minutes of the last meeting as presented, seconded by Rea. ROLL CALL VOTE: Lee-yes, Rea-yes, Mueller-yes, Taylor-yes and Werner-yes. Vote was 5 yes and 0 no. MOTION CARRIED.

Elector Jacobs thanked Road Commissioner for reflectors on corner of Franko and Old Alton Road.

Supervisor reported the gutters were torn off of the pavilions during storms and contacted DBA Gutter Company for price of $601 to replace gutters. Trustee Mueller made the motion to accept the bid of $601 to replace gutters, seconded by Werner. ROLL CALL VOTE: Lee-yes, Rea-yes, Mueller-yes, Taylor-yes and Werner-yes. Vote was 5 yes and 0 no. MOTION CARRIED. He presented the Town and Road District Budget and Appropriation Ordinance for approval. After looking over budgets Trustee Mueller made the motion to accept the Town Budget, seconded by Rea.ROLL CALL VOTE: Lee-yes, Rea-yes, Mueller-yes, Taylor-yes and Werner-yes. Vote was 5 yes and 0 no. MOTION CARRIED. Trustee Werner made the motion to accept the Road District budget, seconded by Taylor. ROLL CALL VOTE: Lee-yes, Rea-yes, Mueller-yes, Taylor-yes and Werner-yes. Vote was 5 yes and 0 no. MOTION CARRIED.

Supervisor met with Representative Monica Bristol concerning school kids walking on Chain of Rocks highway. Highway is very busy now, but there will be a lot of construction from railroad tracks to 111 highway. The school is between RR and 111 so is a very big concern. 

Supervisor would like to have underground drainage with sidewalks for all the walkers' safety. Hopefully will hear something from her soon.

Road Commissioner Scholebo reminded all trash pickup is going on till the 12th. Call highway dep. if you need trash picked up.

MCB Member Foster said Madison County is updating their building codes. Hopefully codes will cover all areas of the law and have resolutions in place and will really inforce them. He said MC Transit is looking into having shuttle busses for all the warehouse walkers along E Chain of Rocks highway. There are 4 bus stops on E chain of Rocks so it is always busy. The shuttle will be in the future.

Concerns from the floor were: dumping trash, occupancy permits, county building codes (do they have any now-yes) 2400 Meadow Lane - RR ties in their ditch, drainage throughout township and Corps on clearing out Long Lake.

Trustee Taylor made the motion to pay the bills of the township, seconded by Mueller. ROLL CALL VOTE: Lee-yes, Rea-yes, Mueller-yes, Taylor-yes and Werner-yes. Vote was 5 yes and 0 no. MOTION CARRIED.

Minutes: April 8, 2019 - Audit of Books 5:30 pm

Present at the meeting was Supervisor Lee and Clerk Meyer. Trustees Rea, Taylor, and Werner. There was a quorum present. Office Manager Caldwell present.

The meeting was called to order at 5:30 pm for the board to review the accounts of all monies received and disbursed

through April 1, 2018 and March 31, 2019. Both the Chouteau Township Town Funds and the Chouteau Township Road District Funds. The Trustees reviewed both the Town Funds and Road Funds and signed after each audit.

At 5:45 pm and no further business the board went into the regular audit meeting at 6:00 pm.
