Minutes: February 25, 2019 - Regular Meeting 6:00 pm

Present at the meeting was Supervisor Lee, Assessor Falk and Clerk Meyer, Trustees Rea, Taylor and Werner. There was a quorum present. MCB Chris Hankins, Collector Taylor, Office Manager Caldwell, Electors Lois Kramer, Roger Crites, Donna Favier, MAx and Barb Merz, Stacy Smith and Kevin Franko.

Pledge of Allegiance was said.

Trustee Rea made the  motion to accept the minutes of the previous meeting as presented, seconded by Werner. ROLL CALL VOTE: Lee-yes, Rea-yes, Werner-yes and Taylor-yes. Vote was 4 yes and 0 no. MOTION CARRIED.

PRE Tax payment from Treasurer's Office to Town Fund in the amount of $2, 665.99 and Road/Bridge Fund for $3,741.67.

Town and Road/Bridge monthly balance reports for January.

Clerk presented 2019 Clerk dues to be paid. Trustee Rea made the motion to pay the $30.00 clerk dues seconded by Werner. ROLL CALL VOTE: Lee-yes, Rea-yes, Werner-yes and Taylor-yes. Vote was 4 yes and 0 no. MOTION CARRIED. Reminded all if ther eis anything to be put on the agenda for the annual meeting must be in by March 1, 2019. There were 3 bids, TR & L Contractors - $24,900.00, Bonne Terre - $30.214.00 and $24,471.00 for the 2019 Memorial Wall PEP Grant. After comparing and discussing the bids, Trustee Taylor made the motion to accept TR&L as contractors, seconded by Rea. Board signed resolution for the grant.

Trustee Taylor said he had the Military Banners for 2019. Anyone interested please contact him.

Supervisor talked to MC concerning the trailer parks. County has hired new employee that will oversee the trailer parks. There has been a little progress but still a long way to go. MCB member Hankins said the new construction across from McDonald's on 111 will start around May. Reported the TIF#3 is being terminated, there will be a meeting March 27 with more info on this.

Neighborhood watch meeting will be April 3, 6:30 pm at the township hall. All neighborhoods are invited.

Questions from the floor: What is going on with railroad, reconstruction of Lenox railroad yard, Lenox closure, lumber yard and IDOT's 270/111 construction.

Supervisor said the first meeting of the 2019 Chouteau Township Golden Acres Senior Group will be February 27, 2019 at 12:00 pm.

Trustee Taylor made the motion to pay the bills of the township, seconded by Rea. ROLL CALL VOTE: Lee-yes, Rea-yes and Werner-yes. Vote was 4 yes and 0 no. MOTION CARRIED.

Minutes: February 11, 2019 - Regular Meeting 6:00 pm

Present at the meeting was Supervisor Lee and Clerk Meyer, Trustees Rea, Mueller, Taylor and Werner. There was a quorum present. Madison County Board Member John "Eric" Foster, Office Manager Caldwell, Collector Taylor, Electors Lois Kramer, Roger Crites,  Donna Favier, Max and Barb Merz, Stacy Smith, J & S DiVietro, Nora and Chuck Cobb and Kevin Franko.

Pledge of Allegiance was said.

Trustee Werner made the motion to accept the minutes of the last meeting as presented, seconded by Rea. ROLL CALL VOTE: Lee-yes, Rea-yes, Mueller-yes, Taylor-yes and Werner-yes. Vote was 5 yes and 0 no. MOTION CARRIED.

PRE Tax payment from Treasurer's Office to Town Funds in the amount of $2,764.95 and Road/Bridge Funds in the amount of $ 3,880.29.

UMB check from Edwardsville TIF to Town Fund for $4,063.02 and Road/Bridge for $6,522.27.

Supervisor announced the Chouteau Senior Information Days will start Feb 27, 2019. It will be a meeting and great luncheon. Meetings will be the 4th Wednesday of every month at 12 noon with October being the last one for 2019. Informed all the Pontoon Beach TIF will end 2023.

Clerk informed the board that the Feb 25th meeting, bids for the 2019 PEP Grant will be opened. This year the township is using the grant to put in a Memorial Wall with personalized bricks. Reminded all if anyone had something that needs to be on the agenda for the the annual meeting of April 9th, it must be in by March 1, 2019. Also Edwardsville will be sending out the statement of economic to board members in March.

County Board Member Foster talked about the huge problem of mobile home parks in the county. It is a huge problem that has been left untouched for years. As of now, County is trying to make the trailer courts clean up a major concern.

Residents discussed some of the problems around the township, mobile home parks, the car lot on W Chain of Rocks Road, parking lot next to trailer park and party shop on Maryville Road that has trash everywhere.

Supervisor said the neighborhood watch meeting held at the township Feb 6th hopefully was just a start to help clean up around the area in the township. Supervisor announced the township is looking into doing some updates to the hall and the hall will be closed during the month of August. Meetings will be held in office during the month.

Minutes: January 28, 2019 - Regular Meeting 6:00 pm

Present at the meeting was Supervisor Lee ad Clerk Meyer. Trustees Rea and Werner were also present. There was a quorum present. Madison County Board Member John "Eric" Foster, Office Manager Caldwell, Electors Lois Kramer, Roger Crites, Max Merz, Stacy Smith and Kevin Franko.

Supervisor introduced MC Board member Eric Foster. Foster said he does plan to come to the township meetings as much as possible. He said the county will be hiring a new officer and his main job will be talking care of the trailer parks in Madison County. Hopefully, in time, the officer will get parks cleaned up.

Supervisor reported the State of Illinois has a new law that started January 2019. This law requires the Clerk to sign and attest to all checks written in the township. Township Attorney recommended that we adopt a policy to cover clerk attesting to all checks, this includes all direct deposit and the checks themselves be adopted by the board. Policy approved and is in effect as of January 28, 2019.

Elector Smith was disappointed that she has heard nothing concerning the house on Maryville Road. Apparently it is a drug house. Other residences concerns were of course junk cars, water standing, and large water hole on E Chain of Rocks, occupancy permits and property on St. Thomas Road, all of which have been ongoing problems for the township.

Minutes: January 14, 2019 - Regular Meeting 6:00 pm

Present at the meeting was Supervisor Lee, Road Commissioner Scholebo and Clerk Meyer. Trustees Rea and Werner. There was a quorum present. Office Manager Caldwell, Electors Steve and Lois Kramer, Max Merz, Teresa Franko and Stacy Smith present.

Trustee Rea made the motion to accept the minutes as presented, seconded by Werner. ROLL CALL VOTE: Lee-yes, Res-yes and Werner-yes. Vote was 3 yes and 0 no. MOTION CARRIED.

PRE Tax payment on 12/6/2018 from treasurer's Office to Town Fund for $10,491.96 and Road/Bridge fund for $14,722.02. PRE Tax payment on 12/18/18 from Treasurer's Office to Town fund for $32,300.48 and Road/Bridge fund for $45,318.12

PPR Tax payments on 12/5/18 from Comptroller's Office to Town Fund for $1,858.98 and Road/Bridge Fund for $2,365.01. PPR Tax payment on 1/4/19 to Town Fund for $6,232.64 and Road/Bridge Fund for $7,929.18

Supervisor looked into purchasing a snow blower from Franko's small Engine LLC after the weekend of heavy snow fall. The price was $599.00. Snow presented a little problem since the hall was rented over the weekend. Trustee Rea made the motion to purchase a snow blower from Franko's for $599.00, seconded by Werner. ROLL CALL VOTE: Lee-yes, Res-yes and Werner-yes. Vote was 3 yes and 0 no. MOTION CARRIED. He also received bids on upgrading the Township Bobcat. A bid from Bobcat and three from Siever's Equipment. After considering the bids and discussing merits of each, Trustee Werner made the motion to accept the bid from Bobcat of $59,010.74 seconded by Rea. ROLL CALL VOTE: Lee-yes, Res-yes and Werner-yes. Vote was 3 yes and 0 no. MOTION CARRIED. Supervisor went to a Pontoon Beach Boar meeting and reported they passed a TIF to develop the land across from McDonald's on 111, there will be commercial and Warehouse buildings there in the near future. Development has already started on 111 across from Flying J and that area will also be commercial.

Road Commissioner said his crew was out early trying to get streets cleared, they did a good job. He is still getting complaints on the oil/chipping that was done in October 2018. He is trying to get everything ready so the department can do the oil/chipping themselves in the future.

Clerk has applied for the environmental grant but was not able to send in the resolution with it. Need to have the resolution adopted. Trustee Rea made a motion to adopt a resolution for the grant, seconded by Werner. ROLL CALL VOTE: Lee-yes, Res-yes and Werner-yes. Vote was 3 yes and 0 no. MOTION CARRIED. Clerk received a registration for the Clerk attesting of Township payments. It is on-line and cost is $25.00 on January 23, 2019. Trustee Werner made a motion to pay for the on-line class,seconded by Rea. ROLL CALL VOTE: Lee-yes, Res-yes and Werner-yes. Vote was 3 yes and 0 no. MOTION CARRIED.

Elector Franko reported they have videoed a guy throwing out trash bags along strees, turn video into police. Elector Smith wanted to know if anything had been said concerning neighborhood watch, no, but have set date of February 6, 2019 at 6:30 pm at the Township Hall.

Supervisor reminded everyone if you know anyone, seniors or otherwise, that may need help in this weather, if you cannot help them to call the office. Township has a generator if electric should go out, township is an emergency center. Township will start Senior Information/Event program hopefully in February again.

Clerk presented the tentative 2019 calendar of Regular Audit Meetings of Chouteau Township to the Board of Trustees for approval, Truste Mueller made the motion to accept the schedule as presented, seconded by Rea. Vote was 3 yes and 0 not. MOTION CARRIED.

Supervisor thanked everyone that helped with Breakfast with Santa; again it was a huge success. Staff is already working on 2019 party. He said the 270/111 expansion is moving forward, looking at finish date of 2024. Semi-truck parking lot on E Chain of Rocks is moving forward.

Clerk presented the Tax Levy for the Town Fund to the Board for approval (2018-12-10)

Next presented the Road District Levy to the Board for approval.

Clerk received a letter from the MCT Officials Association that as of October 25th, they have disbanded the organization due to lack of interest and no one wanting to serve on the board.

Some of the concerns from the residences are the robberies in different areas and unknown cars parked on streets. Residences still want to get several neighborhoods together for a watch program. Trailer park has several more problems, but they are still operating.

UMB Bank check for Pontoon Beach TIF project to Town Fund for $669.33 and Road/Bridge Fund for $1,074.47.

Supervisor has looked into upgrading the Bobcat used for park maintenance and by the highway department. A newer Bobcat can be programmed to do any number of jobs by just adding an app to it, therefore eliminating additional equipment. After trade in the final cost will be $54,241.74. After discussion Mueller made the motion to purchase the upgrade, seconded by Rea. ROLL CALL VOTE: Lee-yes, Rea-yes, Mueller-yes, Taylor-yes and Werner-yes. Vote was 5 yes and 0 no. MOTION CARRIED.

Supervisor reminded all of the Christmas Party December 1st and the candy bags are being filled November 28th 9:00 am. Will appreciated help from all.

Road Commissioner Scholebo apologized for the condition of the roads in Brooks Subd. Roads that oiled/chipped did not go well for whatever reason.

Concern from the residences on rising water level, political signs that have not been removed and questions about the upgrade on the Bobcat. Discussed in length.
