Minutes: December 10, 2018 - Regular Meeting 6:00 pm

Present at the meeting was Supervisor Lee, Clerk Meyer, Trustees Rea and Mueller. There was a quorum present. Collector Taylor, County Board Member Chris Hankins, Office Manager Caldwell, Electors Steve and Lois Kramer, Donna Favier, Max and Barb Merz, Stacy Smith, Roger Crites and Todd Ahlers.

Pledge of Allegiance was said.

Trustee Mueller made the motion to accept the minutes of the last meeting as presented, seconded by Rea. ROLL CALL VOTE: Lee-yes, Rea-yes and Mueller-yes. Vote was 3 yes and 0 no. MOTION CARRIED.

PRE Pymt from Treasurer's Office to Town Fund in the amount of $17,792.44 and Road/Bridge for $1,259.70.

Clerk presented the tentative 2019 calendar of Regular Audit Meetings of Chouteau Township to the Board of Trustees for approval, Truste Mueller made the motion to accept the schedule as presented, seconded by Rea. Vote was 3 yes and 0 not. MOTION CARRIED.

Supervisor thanked everyone that helped with Breakfast with Santa; again it was a huge success. Staff is already working on 2019 party. He said the 270/111 expansion is moving forward, looking at finish date of 2024. Semi-truck parking lot on E Chain of Rocks is moving forward.

Clerk presented the Tax Levy for the Town Fund to the Board for approval (2018-12-10)

Trustee Rea made the motion to accept the town levy as presented, seconded by Mueller. ROLL CALL VOTE: Lee-yes, Rea-yes and Mueller-yes. Vote was 3 yes and 0 no. MOTION CARRIED.

Next presented the Road District Levy to the Board for approval.

Trustee Mueller made the motion to accept the Road Tax Levy as presented, seconded by Rea. ROLL CALL VOTE: Lee-yes, Rea-yes and Mueller-yes. Vote was 3 yes and 0 no. MOTION CARRIED.

Clerk received a letter from the MCT Officials Association that as of October 25th, they have disbanded the organization due to lack of interest and no one wanting to serve on the board.

Some of the concerns from the residences are the robberies in different areas and unknown cars parked on streets. Residences still want to get several neighborhoods together for a watch program. Trailer park has several more problems, but they are still operating.

Trustee Mueller made the motion to pay the bills of the township, seconded by Rea. ROLL CALL VOTE: Lee-yes, Rea-yes and Mueller-yes. Vote was 3 yes and 0 no. MOTION CARRIED.

With no further business before the Board, Trustee Rea made the motion to adjourn at 6:28 pm, seconded by Mueller. Vote was 3 yes and 0 no. MOTION CARRIED.

Minutes: November 19, 2018 - Regular meeting 6:00 pm

Present at the meeting was Supervisor Lee, Road Commissioner Scholebo, Clerk Meyer, Trustees Rea, Mueller, Taylor and Werner. There was a quorum present. Office Manager Caldwell, Electors Steve and Lois Kramer, Donna Favier, Roger Crites, Max and Barb Merz and Kevin Franko.

Trustee Mueller made the motion to accept the minutes of the last meeting as presented, seconded by Rea. ROLL CALL VOTE: Lee-yes, Rea-yes, Mueller-yes, Taylor-yes and Werner-yes. Vote was 5 yes and 0 no. MOTION CARRIED.

PRE payment from Treasurer's Office to Town Fund in the amount of $30,172.94 and Road/Bridge Fund for $42,336.51.

Town and Road/Bridge monthly balance reports for October.

UMB Bank check for Pontoon Beach TIF project to Town Fund for $669.33 and Road/Bridge Fund for $1,074.47.

Supervisor has looked into upgrading the Bobcat used for park maintenance and by the highway department. A newer Bobcat can be programmed to do any number of jobs by just adding an app to it, therefore eliminating additional equipment. After trade in the final cost will be $54,241.74. After discussion Mueller made the motion to purchase the upgrade, seconded by Rea. ROLL CALL VOTE: Lee-yes, Rea-yes, Mueller-yes, Taylor-yes and Werner-yes. Vote was 5 yes and 0 no. MOTION CARRIED.

Supervisor reminded all of the Christmas Party December 1st and the candy bags are being filled November 28th 9:00 am. Will appreciated help from all.

Road Commissioner Scholebo apologized for the condition of the roads in Brooks Subd. Roads that oiled/chipped did not go well for whatever reason.

Concern from the residences on rising water level, political signs that have not been removed and questions about the upgrade on the Bobcat. Discussed in length.

Trustee Taylor made the motion to pay the bills of the township, seconded by Mueller. ROLL CALL VOTE: Lee-yes, Rea-yes, Mueller-yes, Taylor-yes and Werner-yes. Vote was 5 yes and 0 no. MOTION CARRIED.

With no further business before the board, Trustee Rea made the motion to adjourn at 6:29 pm, seconded by Taylor. Vote was 5 yes and 0 no. MOTION CARRIED.

Minutes: October 22, 2018 - Regular meeting 6:00 pm

Meeting called to order at 6:27 pm due to Trustee working late.

Present at the meeting was Supervisor Lee, Clerk Meyer, Trustees Rea and Werner. There was a quorum present. Office Manager Caldwell, Electors Steve and Lois Kramer, Donna Wolfe, Jim and Teri Gonterman, David and Rosemary McBride, Max and Barb Merz, Tom Colbert, Stacy Smith and Kevin Franko.

Pledge of Allegiance was said.

Trustee Werner made the motion to accept the minutes of the previous meeting as presented, seconded by Rea. ROLL CALL VOTE: Lee-yes, Rea-yes and Werner-yes. Vote was 3 yes and 0 no. MOTION CARRIED.

PPRE Tax from Comptroller's Office to Town Funds in the amount of $ 7,602.02 and R/B Funds of $9,671.33.

PRE Tax from Treasurer's Office to Town Funds in the amount of $34,692.63 and Road/Bridge Funds for $48,686.39.

Town and Road/Bridge monthly balance report for September.

Circuit Clerk Office fines collected for September, nothing for Chouteau.

UMB Check from, Pontoon Beach TIF to Town Fund for #373.01 and Road/Bridge Fund for $598.76.

2019 Holiday schedule approved by Board.

Supervisor talked to Illinois Transportation concerning the 270 new interchange that will take place in the future. There were some issues about the project the Supervisor had discussed when they at their meeting. Issues he felt needed to be addressed for public safety. Township and fire department will be collecting non-perishable food, household items for the hurricane victims, can be dropped off at the township. Next Senior Event is scheduled for October 31; this will be the last senior event until February 2019. There has been a lot of information made available to the public at these events. Announced Christmas Party, will fill goodie bags at 9 am on November 28th, anyone that can help will be appreciated.

Clerk presented the tentative town levy for board to look through. Trustee Taylor made the motion to accept town levy as is, seconded by Werner. ROLL CALL VOTE: Lee-yes, Rea-yes and Werner-yes. Vote was 3 yes and 0 no. MOTION CARRIED. Next presented the Road District levy to the board. Trustee Rea made the motion to accept the Road Levy as is, seconded by Werner. ROLL CALL VOTE: Lee-yes, Rea-yes and Werner-yes. Vote was 3 yes and 0 no. MOTION CARRIED. Reminded all of the food drive the township is sponsoring.

Concern from residences on W Chain of Rocks camp ground situation, nothing has been solved yet. What kind of assistance, if any, does the township receive from County Board on problems in the township?

County asked the fire/Police departments to keep track of how many calls come from the mobile home parks in the township. Residence of the township are planning a neighborhood watch for December, will have more information within the future.
