MINUTES: September 12, 2022- Regular Meeting

Present at the meeting was Supervisor Lee, Clerk Disselhorst, Highway Commissioner Jeff Scholebo, Trustees Rea and Ahlers. There was a quorum present.  Electors Lois Kramer, Deputy Clerk Annette Caldwell, Robert Moore, Kevin Franko and Craig Cammann, Fire Chief Joe Lee was present.

Trustee Rea made the motion to accept the minutes of the last meeting, seconded by Ahlers.  ROLL CALL VOTE –Lee-yes, Rea-yes, Ahlers-yes.   Vote was 3 yes and 0 no. MOTION CARRIED.

NEW BUSINESS:

Supervisor Lee: Reminder that any kind of trailer (utility, box, camping) are not allowed in a front driveway they must be in back yard fines are being issued by Madison County.  The Chouteau Township will be looking into the process of a Code Enforcer for our district.  East Chain of Rocks Road will be having lots of surveys done for the upcoming sidewalks to be put into place. Two more Seniors Group meeting for the year.  The Park and surrounding areas are still having issues with squatters they are being addressed.  The cameras are still working well, with more TIFF funding we will look into placing more in our area.  Trailer Park issues are being addressed with at least 50 now empty in the Old Sunny Shores Park.

Highway Commissioner Scholebo: Chip and oiling locations have been completed; Franko Lane work has started on the drainage issues.  Fall Clean up will start October 11th -14th no need for call in just set it out and it will be picked up. Side Note: Last day to put out items is Thursday the 13th Last day for pick up is Thursday 14th at 2:30pm.   The new portion of Old Alton Road area was sealed. The Highway Department will be looking to fill two job positions later in the year it will be posted in the newspaper at that time.

Request for more rock to be placed in driveways on Franko Lane after the drainage work is done.  Report of the road deteriorating on Morrison and Chain of Rocks Road will be reported to IDOT but Highway Commissioner Scholebo said “He would have a look at it also”.

MINUTES: August 22, 2022 - Regular Meeting

Present at the meeting was Supervisor Lee, Clerk Disselhorst, Trustees Merz & Rea. There was a quorum present.  Deputy Clerk Annette Caldwell, Electors Steve & Lois Kramer, David Disselhorst, Craig Cammann, Roger Crites, Donna Favier, Donna Wolf, & Mitchell Fire Chief Joe Lee were present.

Supervisor Lee: September 17th E Waste in Edwardsville will take Electronics for disposal; Wood River will have Haz-Waste each Saturday and the 3rd Friday from 8-3pm (flyers are available in lobby).  The Neighborhood Watch meeting welcomed Madison County Sheriff’s office to report the cameras installed have been being used and have been very helpful.  The evictions will continue to be issued for the trailer parks located on W. Chain of Rocks Rd.; 35-40 have already been issued.  Many calls have been called in regarding grass that is not being cut and have been noted.

The ground has been started for the new retail location on HWY 111 near the Amazon distribution center.   

Golden Acres Seniors Group meeting is August 24th; MCT will be the guest speaker. 

MCT new building is under construction on E. Chain of Rocks Rd.

The street that will not be done will be Franko Lane due to other work needs to be done first.   The start date is tentatively set for Friday August 12, 2022.

Supervisor Lee: 1st Annual Chouteau Township Vendor Fair September 24th, 2022, from 9am -2pm.

The event is looking for vendors please see flyer or look on the website for information. The Fair proceeds will go towards the Thanksgiving/Christmas Basket program.  

We are working on local business that would be interested in doing a job fair. 

The Trailer parks on West Chain of Rocks Road have been issuing evection notices and the court is enforcing them Es.t 20-30 have been issued as of now.

County Board Member Eric Foster gave information on P-TELL. Do your homework on this. It will not benefit Chouteau Township Residents. County Board Meetings are the 3rd Wednesday of each month. Attention was brought up regarding: the old Party Shop Building located on Maryville Road; it has put up fencing to hide dumping of trash, the streets. Thorngate Road and West Chain of Rocks Road are   also having trash dumped along roadway and in the ditches.  Questions on number of Roosters on properties: none are allowed.  Senior Event will be July 27th and the next to be August 24th.

Supervisor Lee:  We have contacted IDOT regarding the tall grass and weeds along 203/270.  IDOT has replied that the roadway grass cutting is to start in August they will look into the area of concern.  The Senior meeting this month is on July 27th.  The Trailer Park Eviction court dates have had issues with the Evictions being postponed each time Chief Joe Lee from the Mitchell Fire Department is going to the next court date to observe the situation. 

Highway Commissioner Scholebo: Oil and Chipping will be started on the East side of Mitchell in August; Road Work is being done to prepare for this. Franko Lane drainage work will start after the chipping is done.  Due to being short staffed it will take us a little longer to get everything done but we are working on it and all calls that come in.

Franko Lane and Springfield Drive property owners talked about the issues with the roadway with Highway Commissioner Scholebo.  County board Member Eric Foster advised us that there is a Special Meeting if anyone has any questions regarding it, please contact him.

Supervisor Lee:  Senior Meeting went very well with an attendance of 54.  Neighborhood Meeting August 3,2022.  Court date for Bubble Master Building starts June 29th.  Applications for Energy Assistance will be available again in September.  50 more eviction notices will be going out Sunny Shores Trailer Park and 16 eviction notices for Edwards Park.  All landscaping and trails are done around the Chouteau Township building.

Franko Lane house that was involved in a fire is still sitting in very back shape needs investigated the outer walls are starting to fall outward.  Franko Lane culvert pipe still needs to be looked at for repair.  Franko Lane is needing the grass cut along the roadways.  Three houses in the area are set for demolished dates have not been given at this time.  Furniture dropped off along roadways will not be picked up it must be dropped off at the drop site Wednesday is large item drop off.

Announced the passing of Retired Trustee James Taylor. 

A disturbing report called in regarding the conditions of the MidWest Motel from Valley Park High School, report was made to Madison County to review the issues.

The Landscaping has started around the outside of the township building along with the new walking path around park.

The Shredding event went well, will schedule another one for next year, very important not to put important paperwork in the trash. 

Reports coming in about grass not being cut, considering all the rain reports have been attended to.

Looking into signs to place out alongside our roadways “Please Take Your Trash Home”.

Still working on a clean-up date to be put into place.

Public Informational Meeting SWIC-Granite City Campus, IL May 4, 2022

  • IDOT’s I-270 over the Mississippi River Bridge Replacement/MO DOT’s Riverview Drive & I-270 Interchange Modification Flyers are in the lobby and will be on our website for information.
  • The sound barrier walls will be voted on by individual neighborhood
  • MO DOT will also have road detours and construction

TOI has announced in the May 2022 issue the tax relief bill contains the following provisions:

  • A six-month suspension of the states scheduled 2-3 cent Motor Fuel Tax increase.
  • A one-year suspension of the 1% sales tax on groceries.
  • A one-time property tax rebate (up to $300 for specified taxpayers) and a one-time income rebate of $50.00 for single filers, $100 for joint filers, with an added $100 for each dependent (up to three) for select taxpayers based on their adjusted gross income.

MCBM-Eric Foster announced a meeting that will take place to discuss the East Chain of Rocks sidewalk and drainage area. The Lakeshore Estates owners have planned evictions and removal of trailers off the property to start taking place. He also commented on the drainage issues that Trustee Merz had stated above.

Larry Jacobs stated he wanted to speak with Highway Commissioner Scholebo regarding the Franko Lane water way road top issue it has been two years, and nothing is being done but some cold patch that is not going to fix the major issue- Unfortunately Highway commissioner Scholebo was not able to attend the meeting and this message will be forwarded to him for a answer.   Larry also asked about the house that burned on Franko Lane a few weeks ago; about it being unsafe- Supervisor Lee advised him that unfortunately till the investigation is complete that no one can do anything with the property.  The property has been purchased by a tax holding company that also can not do anything with the property for 3 years.  If the investigation has been completed the Street Department will come and see what they can do to clean up as much as they are legally able.

Concerns regarding the roadway on Franko Lane: culvert for water way; was cold patched - is this a temporary fix? It is a temporary fix until Street Department can get a plan for fixing.

The house fire on Franko Lane - what is going on with the house now? That is up to the fire investigation/insurance/family, if it is a safety concern it will be addressed.

During the fire on Franko Lane a fire truck backed over a culvert can someone come look at it. Yes, we will have it looked at.

House construction on Old Alton Rd with all the trash being dumped and burned needs to be reported to Madison County. 

Grass Lands on Chain of Rocks Rd. by trailer parks need to be cut. The managers of the property will be notified.

MINUTES: APRIL 12, 2022 - ANUUAL MEETING

Present at the meeting were Board Members Eddie Lee, Dawn Disselhorst, Max Merz III, Todd Alhers. Electors Annette Caldwell, Rosemary & Dave McBride, and Lois Kramer.

Eddie Lee called the meeting to order at 6:00 p.m.

Eddie Lee called for nominations for Moderator of the proceedings.  Eddie Lee made the motion to nominate Rosemary McBride.  Eddie Lee called for nominations three more times.  Being none was elected by acclamation.

Max Merz called for the salary to be paid to the Moderator.  Merz made the motion to pay the salary of $50.00 as in the past, seconded by Alhers.   VOTE was 3 yes and 0-no.  MOTION CARRIED.

 Concern regarding the roadway on Franko Lane culvert are over water way, photos were shown of area of roadway.  There was information on the county ditch that will have funding for improvement.

The information on the I 270 projects will be at the meeting for information and maps of what is in the workings for this area.  The littering in the area is being addressed we will have a clean update to be announced later.  Discussion on all the trailer parks what is going on with them and what is being done by the new owners to fix the issues.

Open to the Floor:  

  1. Concern regarding the continued issues with houses on Maryville Road area not being handled by Madison County Sheriff’s Office. Was advised that calls must continue to go to the non-emergency number and file complaints on all issues in the area.
  2. The area of the trailer parks (both sides) on West Chain of Rocks Road still having an uncontrolled trash around them. Was advised we have contacted Madison County and the next step is that the State’s Attorney will need to be called again.
  3. Concern of all the trash up and down the road/highways was inquiring about a clean-up; this is something that will have to be scheduled with Illinois Department of Highway.
  4. Informed every one of the Neighborhood Watch meetings for next month is April 6th and it would be great if they could come for that meeting as well.
  5. Advised all that if they need a safe place to meet up with Madison County Sheriff’s officer, please use the substation at the Mitchell Fire Department #2 on Maryville Road.

Trustee Merz: Information on the Flood Insurance Rate increase of $10.00 per month.

Open to the Floor:   Property on Maryville Road having animals living in containers on property, will be reported to Madison County.  Cameras on Maryville Rd/Chain of Rocks have been requested to watch the areas of Maryville Road to Old Alton Rd for excessive traffic to a house at all hours of the day this house also has reports of a person living in an addition on the garage on the property.  The issues with the area on Maryville Rd will be brought up at the next neighborhood watch meeting.  The trailer parks have been reported for the issues there has been 16 eviction notices sent out, but the issues are not being taken care of.  The highway 111 project is set to start in the Fall.  The burned house on Old Alton Rd has been issued by Madison County a permit for repairs to be done.  The house belonging to the Bushes’, was broken into during the daylight time.  The Days Inn in Pontoon Beach was burglarized in the daylight time and the subjects were caught by the Pontoon Police Department.  A report needs to be filed to county regarding the new construction site on Old Alton Rd; the job site is a mess with no work being done on it.  The House on Old Alton Rd with all the Sheds/camper has been reported to Madison County.
