MINUTES: September 27, 2021 - Regular Meeting 6:00pm

Present at the meeting was Supervisor Lee and Clerk Disselhorst, Trustees Rea, Mueller and Merz.  There was a quorum present.   Electors Robert Moore, Steve & Lois Kramer, Kevin Franko, Lorraine Jones, Rosemary McBride, David Disselhorst and Jeanette Matthews, Jeanette Divietro, Jackie Forys, Deputy Clerk Annette Caldwell.             

Pledge of Allegiance was said.

Trustee Rea made the motion to accept the minutes of the last meeting as Corrected, second by Merz.   ROLL CALL VOTE –Lee-yes, Rea-yes, Mueller-yes, Disselhorst-yes and Merz-yes.   Vote was 5 yes and 0 no.   MOTION CARRIED.

Madison County Property Tax for Town Funds in the amount of $114,733.53 and the Road/Bridge Funds in the amount of $110,396.21.

The monthly balance reports for the month of September for both the Town & Road/Bridge Funds.

Jeff (Reported by Supervisor Lee) The fall Clean-up is near. It will be the week of October 12th – 15th.  There will be NO EXTENSIONS this time around.  Madison County is hosting a Tire Clean up for local Municipalities’.  We will take tires from our residents to take up to the county with in reason. Bring to the Township before October 7th. Trailer announced for sell for the Sell ($5000.00 & Purchase $12,000.00)   The roads Lenox/Gateway Commerce will be removed. 

Dawn – Mitchell Fire Departments Open House is Sunday October 3rd 12-4.

Max – The Federal Government (FEMA) is getting in volved with the Levy System. This is most likely going to cause Flood Insurance to go up in the area. This statement was confirmed that the rates will go up. Fore more information please see Max.

Eddie – There are 2 Public hearing Notices Regarding Mobile homes to be places in district (Z21-0060) 1930 Roberta Ave (Double Wide Trailer), and (Z21-0068) 629 Ashland (Mobile Home).  Hazmat Drop site is going to be permanent will check to verify Address on flyer. There will be a electronics Drop off 5257 Rt 157 October 9th 8-2:30. Highway work is still on schedule for the road closure of at least 150 days.  Break-ins are still happing in the area if you have cameras in those areas please share with the Sheriff’s Department.  Senior Meeting this Wednesday, September 29th, at 12pm. Note that this is the last Wednesday of the month.  Sunny Shores was sold to a company out of New Jersey

Floor:   Re: Hazardous waste pickup asked for a copy of the information(Copies were made),  RE: Township having a Facebook account ( was told “no” we have a Web Site)  RE: Sunny Shores Sale about unpaid debit ( Sewer was paid no other fines were able to be collected)  RE: Burnt or abandon houses ( they are being fined by county) RE: Grass issues on St. Thomas Rd (One has been done will check on other location) RE: Madison County Transit Side walks on Chain of Rocks Rd, the road being able to withstand the new traffic, Chain of Rocks road old Green Tree location and Red Dot Storage unkept property.

MINUTES: September 13, 2021 - Regular Meeting 6:00 pm

Present at the meeting was Supervisor Lee and Deputy Clerk Caldwell, Trustees Rea, Mueller, Disselhorst and Merz. There was a quorum present.   Electors Ruth Garffie, Steve & Lois Kramer, Teresa Franko, Carlene Hicks, Lorraine Jones, Teresa Gonterman, David & Rosemary McBride, David Disselhorst and Jeanette Matthews.                

Pledge of Allegiance was said.

A moment of Silence was given for William “Todd” Werner and Carole Meyer.

Eddie – Al three cameras are up and running. The Sheriff’s department also has remote access to them.  Anyone that wants to after the meeting and see how they look in the main office. We will have our Breakfast with Santa this year on Dec 4, 2021. The Shred it! Event over this past weekend went off fairly well.  We plan on having another one in April 2022.  This one will be more advertised. There have been many problems with robberies in the Mitchell area. Please be aware of your surrounds when you are out at night. Lock your doors. Senior Meeting this Wednesday, September 29th, at 12pm. Note that this is the last Wednesday of the month.

Floor:  Tall grass at 1442 Saint Thomas Road.  What is happening on Giel Drive with all the digging? Supervisor replied with…they are looking to put in a RV/Trailer Park on the 15 acres that are there. This is in the Granite City Limits, not much that we or the County will be able to do.

At this time Eddie made the announcement that with the passing of Clerk Meyer, we now need to appoint some for that position. Eddie asked for any nominees. Trustee Rea made the motion that we have Trustee Disselhorst become the new Clerk.  No other nominees were submitted.  The motion was made by Trustee Rea, seconded by Mueller.  Vote was 5 yes and 0 no. MOTION CARRIED.

Dawn Disselhorst is appointed to Township Clerk.

Eddie will start looking into another Trustee.

UMB Bank for Pontoon Beach TIF payment to Town Fund in the amount of $352.79 and Road/Bridge Fund $400.73.

PRR tax payments from Comptroller’s Office to Town Fund in the amount of $1,966.41 and Road/Bridge for $2,501.77.

Fines collected for month of July from Circuit Clerks Office, nothing for Chouteau.

Zoning hearing for 18-1-14-33-04-401-005 on August 24, 2021.

Max – Car’s are being broken into in the Sunny Dell Acres area. Gave a Neighborhood Watch Flyer to a couple of Sheriff’s that out in the area. They said they didn’t know anything about the meetings.

Eddie – 270 Interchange Updates: hoping that it goes out for bid this winter, if so project will start in the spring, if not then it will be another year before anything starts. 270 Bridge bid goes out in spring to start project in Summer 2022. The Cahokia Mounds Indians are involved now concerning the adjustments to Engineer Road. This will hold up things. Route 66 is getting ready to have an Anniversary and they do not want any construction happening on E Chain of Rocks Road. This is causing a problem. When project starts Hwy 111 will be closed for 150 days (5 months) at least. There is going to be a Love’s Truck stop going in where the Radio Station is located at just down from Flying J.

Senior Meeting this Wednesday, August 25th at 12pm.

Township and Road/Bridge monthly Balance Report for Month of May & June.

Supervisor said they are still trying to set a date for residence to bring in any papers they would  to have shredded, maybe September. The cameras are now be put on Ameren's poles, hopefully in a few weeks. Highway Department is working on Troeckler drainage. Tracker Commissioner ordered should be shipped this week. 270 project will start at 111 interchange. Senior information day is August 25, at 12pm at township.

Trustee Merz will be elected President to the MC Drainage Board.

FLOOR: 715 English has a lot of trash and trees that were pushed onto his property when they tore hotel down, can something be done about it? 2630 Carolyn in a mess again. Old Alton Road where the new/old pavement meet needs some attention, also small house at the same spot has chickens.

Road Commissioner Scholebo reminded all of the Electric Recycle Drive September 11, need to make an appointment.

Trustee Merz said MC has new rules for the trailer park, MC did send the township a copy, if they enforce the rules laid out, and park should improve. Merz said he seen Law Enforcement in our area a lot recently.

FLOOR: Vagrants living around W Chain of Rocks Road and Waffle House. Abandoned trucks in the area, stolen cars, trailers and a couple camping. What's going on with the Water Company, putting in cables to upgrade towers. Scam involving DMV direct. Hopefully cameras will get up soon.

Present at the meeting was Supervisor Lee and Clerk Meyer, Trustees Rea and Merz. There was a quorum present. Office Manager Caldwell, Electors Lois Kramer, Ruth Garffie, Dawn Disselhorst, Robert Nichols, Larry Jacobs and Gary Gaines.

Supervisor presented Dawn Disselhorst to the Board to replace Trustee Werner who resigned in May. Trustee Rea made the motion the motion to nominate Dawn Disselhorst as a new Trustee to the Township of Chouteau, seconded by Merz. ROLL CALL VOTE: Lee-yes, Rea-yes and Merz-yes. Vote was 3 yes and 0 no. MOTION CARRIED.

Two PRE Tax payments from Treasurer's Office to Town Fund in the amount of $1,489.15 and $24,009.54, Road? Bridge for $1,421.17 and $22,908.79.

Recycling payment to Road/Bridge for $132.00

MC Circuit Clerk Monthly traffic reports for May and June, nothing for Chouteau.

MC LIHEAP payment to Town in the amount of $3,893.72

Supervisor has been looking into a company called Shred It. It will enable township and residence to get rid of any old papers. Hopefully by the end of late September it will be available. Have one of the pole cameras placed at Maryville and w Chain of Rocks Road, camera will be in soon. Supervisor had to make an emergency purchase for a new mosquito sprayer, $13,426.98. Will need a motion to pay for sprayer. Trustee Merz made the motion to pay the $13,426.98 for sprayer, seconded by Rea. ROLL CALL VOTE: Lee-yes, Rea-yes and Merz-yes. Vote was 3 yes and 0 no. MOTION CARRIED.

Township has ben looking into changing banks for varies reasons. Will switch from Busey Bank to Royal Banks of Missouri. Checking and all CD accounts and any loans will be transferred to Royal Bank Bank of Granite City. Motion to change banks is needed. Trustee Merz made the motion for all checking and CD Accounts and loans from Busey to Royal Banks, seconded by Rea. ROLL CALL VOTE: Lee-yes, Rea-yes and Merz-yes. Vote was 3 yes and 0 no. MOTION CARRIED. The loan from the Highway Department for the mini Bobcat interest rate will be lower at Royal Banks. Mighty River Recycling in Madison, IL will buy car batteries. 

Trustee Merz asked about the hearing on Rodgers, County will send results to Township.

Supervisor said that MC is looking into approving pole barn housing.

FLOOR: Questions about Cameras. Variance to change zoning on the mobile home park, the variance has a lot of areas to make a different changes. Lot across from Dunn's property is totally over grown, needs to be taken care of. How often do they mow for mosquitos, 2/3 times a week? Why do the sweepers go down gravel roads, there have been lots of complaints because it was lots of dust from the rocks. Would like MC or anyone involved to come look at the area of St. Thomas and see what residence have to live with.

Supervisor presented the Budgets for Town and Road/Bridge for approval. After Discussion Trustee Rea made the motion to approve the Town Budget, seconded by Merz. ROLL CALL VOTE: Lee-yes, Rea-yes and Merz-yes. Vote was 3 yes and 0 no. MOTION CARRIED.

PPR TAX Payment from Comptroller's Office to Town Fund in the amount of $16,466.16 for April and $21,220.38 for May, Road/Bridge for $20,949.15 for April and $26,997.73 for May.

MC Circuit Clerk monthly traffic report for March and April, nothing for Chouteau Township.

Trustee Merz reported Granite City id trying to annex Wanda/Veronica; Supervisor turned this over to the Township Attorney to object to. Zoning notices to change zoning at 168 Douglas from R-4 to M-2, and 101 Lenox from R-4 to B-2.

Trustee Werner sent in his letter of Resignation effective as of May 14, 2021.

Supervisor presented Tentative Town Budget for fiscal year April 1, 2021 through March 31, 2022 in the amount of $ as follows:

FLOOR: 667 Barkley needs mowing. Note in Newsletter for Residence to keep their houses and cars locked, everything in the yard put away for safe keeping. What about Cameras? Waiting for paperwork from Sheriff's Office to place cameras. Radio Station is being torn down. Need U turn on Thorngate Road and St. Thomas Road. Notice on door for local election that office is closed that day. Notice in newsletter that no burning in drainage ditches. Is the litter law being enforced-no? Does the  Sheriff's Office still clean the township, no, to many restrictions involved. 

Supervisor said annual audit will be in the next week or so. Gave an up-date on the park. He reminded everyone the senior luncheon will be May 26, at 12pm. IDOT is getting ready to start on 111 enter change. Also that the Road Commissioner wants to do another area clean-up in the township, will notify residence on date. Volunteers will be needed and welcomed.
