Minutes: February 27, 2033 - Regular Meeting
Present at the meeting was Supervisor Lee, Clerk Disselhorst, Highway Commissioner Scholebo, Trustees Rea, Merz, Ahlers (Arrived 6:05pm). There was a quorum present. Deputy Clerk Annette Caldwell, Electors Lois Kramer, Diane Young, Madison County Board Member John Janek, Kevin & Teresa Franko, Jeanette Matthews, Rosemary McBride, Joe Lee and David Disselhorst were present.
Pledge of Allegiance was said.
Trustee Merz made the motion to accept the minutes of the last meeting, seconded by Rea. ROLL CALL VOTE –Lee-yes, Rea-yes, Merz-yes. Vote was 3 yes and 0 no. MOTION CARRIED.

Trustee Rea made the motion to accept, Seconded by Merz. ROLL CALL VOTE-Lee-YES, Rea-YES, Merz-I Vote was 2-YES, 1-I. MOTION CARRIED.

Open to the Floor: Question Regarding the Land that was survived off Lewis Street, the survey is complete; has been turned over to the attorney’s office and is pending title search. Resident stated that Lewis Street has been remarked with pins. July 15th will be the Shredding Event; no cost to bring documents to be shredded. IDOT has been out picking up trash off roadways. The “Take Your Trash Home” signs have almost all been removed (taken). Possibly looking at getting more to replace them.
Trustee Rea made the motion to pay the bills of the township and road/bridge, seconded by Merz. ROLL CALL VOTE. Lee-yes, Rea-yes, Merz-yes, Ahlers-yes. Vote was 4 yes and 0 no. MOTION CARRIED.
With no further business before the Board, Trustee Merz made the motion to adjourn at 6:10 pm seconded by Rea Vote was 4 yes and 0 no. MOTION CARRIED.

Present at the meeting was Supervisor Lee, Clerk Disselhorst, Highway Commissioner Scholebo, Trustees Rea, Merz, Ahlers and Parker. There was a quorum present. Electors Deputy Clerk Annette Caldwell, Lois Kramer, Diane Young, John Janek, Randy Presswood, Kevin Franko, Jeanette Matthews, and Rosemary McBride were present.

Supervisor Lee:
Reported that Spring Clean Up will start April 10th until April 14th , Shredding Event will be July 15th from 9am till 12:00. A meeting was held with Chris Doucleff and associates from Building and Zoning of Madison County there were 17 locations reported to them, they will be doing a re-evaluation on these locations. Just a warning that there has been issues with mail washing, and cyber attacks in our area (Chouteau Township and the Mitchell Fire Department) precautions have been made for both these incidences.
Highway Commissioner Scholebo: Two bids have been received for the Franko Lane Culvert Project. Approval has also been cleared with the Corp of Engineers to do the work in their area.

After careful review and consideration of the bids presented, Trustee Ahlers made the motion to accept the bid from Bauer Trucking and Excavating/DM Krekovich Co Inc for $32,155.00, seconded by Parker. ROLL CALL VOTE- Lee-Yes, REA-Yes, Ahlers-Yes, Parker-Yes and Merz-Present. Vote was 4 Yes and 1 Present. MOTION CARRIED. All bids will be submitted with the PEP Grant application.
Trustee Rea: Nothing to report.
Trustee Merz: Reported the junk yards in the area: streets named-St. Thomas Road, South Thorngate and West Chain of Rocks Road; comment made that the county will be contacted on these locations.
Trustee Ahlers: Nothing to report.
Trustee Parker: Nothing to report.
Open to the Floor: Question Regarding the Land that was survived off Lewis Street, the survey is complete has been turned over to our attorney’s office; Jim Sinclair. Each landowner surrounding surveyed property will receive a certified letter for a meeting on this subject. Madison County Board Member John Janek asked about some of the properties reported to Madison County to verify they have been reported with issues. Question was asked about a public speaker to speak at our meeting was explained the rules of our meeting was for public speaking and the 3-minute limit for each person as noted on the agenda. Report of the Van/Trailer sitting on Lee Street in the roadway it has been reported to Madison County. Request made for a culvert to be looked at on Chouteau Ave; Commissioner said he would investigate it.

Present at the meeting was Supervisor Lee, Clerk Disselhorst, Trustees Rea, Merz, and Parker. There was a quorum present. Electors Deputy Clerk Annette Caldwell, Joe Lee, Josh Cozad, Lois Kramer, Diane Young, John Janek, Cliff Schaefer, Donna Wolfe, Kevin Franko, Tom Colbert, Jeanette Matthews, David Disselhorst, and Rosemary McBride was present.

Supervisor Lee:
Reported that he attended the FEMA meeting with Trustee Merz. It was regarding the new flood plans map this will affect the insurance on these areas only one area in our district will be affected (still approximately 2 years out). The 270 bridge that crosses the Island area will have access ramps off the highway be cautious of the vehicles exiting and entering these areas. The surveys that are being conducted are still in the process of being completed. Senior meetings to resume in March. We are working on more improvements to the park.

Trustee Merz: Reported Madison County Flood Prevention District added a new member.

OPEN TO THE FLOOR: Reporting of illegal burning on Barkley; this issue has been reported they have been fined for this issue just no repercussions if not paid is the issue at hand. Houses on Franko Lane, Barkley and E. Chain of Rocks have been put on priority list for demolition. Issues with some houses in our district is they are being occupied by non-owners and this is the issue with the property not being cared for by the occupants. The Chouteau Township is looking into trying to get an Inspector for the Chouteau Township area. Issues with 632 Chouteau: the house being trenched around it looking to be a safety hazard, also 301 Margret is in bad shape. Question asked about why Chouteau Township can’t do a planning and zoning code enforcement for permits on occupied properties (Chouteau Township is unincorporated and can’t utilize this action). Report of a lot of coyotes in the area; Question asked, “is there something or someone to call on this issue”? Madison County animal control may be called and reported to. The trailer court on W. Chain of Rocks Road is down to 25 occupied trailers they are looking into a solution to remove or repair trailers left in lot. The old Poor Boy Johns lot is being cleaned up nicely by new owners.

Electors Deputy Clerk Annette Caldwell, Joe Lee, Larry Jacobs, Josh Cozad, Joe & Vicki Sitton, Lois Kramer, Diane Young, Austin Parker, John Janek, & Randy Presswood were present.

Supervisor Lee made the motion to accept Austin Parker as replacement Trustee, Seconded by Ahlers. ROLL CALL VOTE-Lee-YES, Rea-YES, Ahlers-YES, Merz-YES. Vote was 4 yes and 0 no. MOTION CARRIED.
Supervisor Lee:
Reports of the “Take Trash Home” signs being stolen have been reported and under investigation, five hundred and twenty-two (522) applications for energy assistance have been applied for from our office this year, trailer parks on Chain of Rocks Rd. continue to be boarded up after evection notices have been put into effect, Juneau has finished the surveys and reports will be available soon.

Trustee Merz: Reported the pipe that runs under Hansen Trucking is filling with mud, it will be reported for further inspection.
Trustee Ahlers: Nothing to Report
Open to the Floor: Houses on Old Alton Road and English have occupied campers in back yard, this has been reported to Madison County. Questions on the Juneau Survey - was explained they did the survey so the ground can be determined ownership of lots; a photo of the property lines was shown to the property owners that were in attendance, more information will be giving later. Issues with Franko Lane water drainage and culvert section that runs under road was answered by Highway Commissioner Scholebo . The beaver dams’ are still an issue; they are being worked on - some are not able to be reached by our department - the proper department will be notified. The Culvert pipe that runs under Franko Lane will be looked at and a plan of action will be determined. Comments were made of suggestions of repair. Camping Trailer is in Empty lot on Maryville Rd/Chain of Rocks Road has been reported to Madison County for removal.
