Present at the meeting was Supervisor Lee, Clerk Disselhorst, Trustees Rea, Merz, Ahlers and Parker. There was a quorum present. Electors Deputy Clerk Annette Caldwell, Keven Franko, Larry Jacobs, Jake Sanders, Ed Allsman, Bobby Newberry, Jarrod Horyn, John Janek and Jeanette Matthews were present.

Trustee Rea made the motion to accept the minutes of the last meeting, seconded by Merz. ROLL CALL VOTE –Lee-yes, Rea-yes, Merz-yes, Parker-Yes and Ahlers-Yes. The vote was 5 yes and 0 no. MOTION CARRIED.

Todd Werner Public Safety Grant was issued to South Roxana, Hartford, and Mitchell Fire Departments for $5000.00 each.
Supervisor Lee:
The Next Senior Meetings will be on the 27th of September. The Next Neighborhood Watch meeting will be October 4th @ 6:30pm. The Pickle Ball court has been opened. Trailer parks are still being cleaned up. The oil and chipping is completed. The large tree off the I270 to Old Alton Road exit and Thorngate has been knocked down for safety reasons. Franko Lane road project is completed.

Reported the issue with the water in the area is due to cleaning offered a report of the cleaning to anyone interested.

Comment on the Franko Lane project being complete and how well it turned out. South Roxana thanked the township for the grant issued.

The Next Senior Meetings will be on the 23rd of August. The Next Neighborhood Watch meeting will be October 4 @ 6:30pm. A report has been made to Madison County Sheriff's Office due to someone that we have on camera has been taking rubber bands off the trash cans on the property. Pickle ball court will be complete as soon as nets are delivered.
Highway Commissioner Scholebo:
August scheduling delays have affected the oil/chipping of the roadways ETA is August 21st.

Supervisor Lee:
The Next Senior Meetings will be this Wednesday. The Shredding Event this year was a success. We had a lot of people that participated. We are looking to do it again next around the same time or a month earlier. The Lakeshore Estate Trailer Park has currently had the renewal of their license rejected by Madison County. They have managed to get rid of about 4 trailers currently. The new trail cameras have come in and will be placed soon. We are having issues with fires in the wooded area between Old Alton Road and East Chain of Rocks Road beside the Railroad Tracks. A homeless camp is trying to be established; their stuff caught fire. There seem to be a lot of homeless tent camps popping up in this area. Keep a watchful eye and report anything to Madison County Sheriff ASAP.

Trustee Merz: Happy to report that the field on the corner of St. Thomas Road & West Chain of Rocks Road has been mowed. However, there is still no activity at Hansen Trucking to get things cleaned up.

Diane Young: Beadle Avenue Vacating meeting is this Wednesday for Finalizing of property lines? Answer: YES
Larry Jacobs: Is there a committee for the Route 66 Program yet? Answer: NO, but it is still in the works. MCT is interested in being on the committee and helping to make something work. Have found out that there are only 2 buildings that remain from the original Route 66 Map – Mitchell Fire Department #1 and The Luna Café.
Robert Nichols: Wondering if it would be possible for a bike trail from the Old Chain of Rocks Bridge down along West Chain of Rocks Road? There are a lot of people on bikes, it seems to be a hazard area. Answer: The only thing that we have heard is that MCT has a lot of bike trails in the works.
Teresa Franko: I saw on social media something about Energy Efficient Utility Programs. Are they safe? Answer: Chouteau Township has a contract with “HOMEFIELD ENERGY” for non-incorporated residence. This is a great price. It runs through December 31, 2023. A new pricing is set for January 1, 2024, and runs for two years. You can check on the website or flyers are available at the main office with all the information you need.

Present at the meeting was Supervisor Lee, Clerk Disselhorst, Highway Commissioner Scholebo, Trustees Merz, and Parker. There was a quorum present. Electors Deputy Clerk Annette Caldwell, Teresa Franko, Diane Young, Rosemary McBride, Craig Cammann, Eric Foster, Tom Colbert, Jeanette Mathews, and Lois Kramer were present.

Supervisor Lee:
The Next Senior Meetings will be on the 26th of July. The Next Neighborhood Watch meeting will be August 2 @ 6:30pm. The Shredding Event date is July 15th. The Community Meeting is on the 24th of July @6pm. The trailer parks on East Chain of Rocks Road are being cleaned out and properties themselves are being cleaned up issues with illegal burning in that area. Break-ins are happening in our area, make sure you have your properties secured. Beadle Road land markers will be being placed they must stay in place on the property caution tape will be placed around area. Pickle Ball court has been started the process of the rest will continue as soon.
Highway Commissioner Scholebo:
August will start the oil/chipping of the roadways it will all be completed in one day weather permitted. The pipe project on Franko Lane will start soon. Lots of reported limbs from the past week storms have been picked up.
Clerk Disselhorst: Furniture on Meadow Lane has been cleaned up.
Trustee Rea: Not in attendance
Trustee Merz: Reported grass, lawn being un kept and burning issues on the area of the business Hanson and properties located on Roberta Ave, Ruth St., and W. Chain of Rocks Rd.
Trustee Ahlers: Not in attendance

Beadle Avenue question on the property markers, just clarified the placement is important to keep the flags in place and the caution tape being placed. Eric Foster handed out Nameoki Township letters concerning the meeting on PTELL with explanation of what it is. Comment on the Franko Lane property that has falling down barn and unkept lawn and ditch line. House on Old Alton Rd with trash building up in back yard and unkept lawn issues. Properties on Barkley also having issues with illegally burning and lawn unkept has been reported multiple times with citations giving to them they don’t pay them so they do no good what can be done. Question on the oil and chipping of the roads on how to protect the driveway from getting oil on it Answered by Jeff was told to cover it if he thought it would be an issue, the oil and chipping is being done by contracted services.

Beaver Street question on the property markers, just clarified the placement is important to keep the flags in place. Franko Lane question on the time it taking to fix the pipe and the reason the answer the cost when its tax dollars paying for it, Street Commissioner answered explaining tax dollars have to cover more than one project and the timeline is due to contractors on the job have to have it done they way they bid it.

The Next Senior Meetings will be May 28th. The Next Neighborhood Watch meeting will be August 2 @ 6:30pm, if only a few attendees; may look at moving these meetings to quarterly in 2024. The Shredding Event date is July 15th. The trailer parks on Maryville Road are being removed. The Community Meeting is on the 26th @ 6pm. The house on Old Alton Road has been removed. New businesses have been started on Route 111. Once construction starts Engineer Road will be moved over from 302 ft, curve to curve, but with no announcement of date. Route 111 is re-surfaced from Pontoon Road to Horseshoe Lake Road; will start construction this week 6/12/23. Route 3 is in the process of resurfacing. Beadle Ave survey meeting is coming; Letters will be sent out. The work on the newly constructed Pickle Ball Court has started in the park. The mosquito truck has started the routes. The Cameras for the East side of Chain of Rocks Road will be purchased after the TIF is released. Dumpster issues on Maryville Road were taken care of by the Road District; They pushed them back and contacted the trash service to make sure they remain in the opposite direction. Report of abandoned trailer on empty lot on West Chain of Rocks Road; owner has been notified and replied to; it will be taken care of by land keeper. Both mobile home parks are having multiple trailers scrapped and removed off properties.
Questions regarding livestock on properties: there is only allowed so many Chickens per acer of land with no roosters, other livestock is not allowed unless land is zoned for agricultural or has been grandfathered in.
Reporting on the passing of longtime resident of our township Harry Deatherage. His family is in our thoughts and prayers.
Highway Commissioner Scholebo:
Madison County Household Hazardous Waste collection flyers & Got E-Waste Flyers are available in the lobby; please take advantage of these two disposal spots.
Clerk Disselhorst:
Announced that the Homefield Energy Agreement was renewed. New prices take effect Starting January 2024.

Questions about abandoned houses being unkept and some awaiting on the demolition to start: They have been reported and some are on the wait list for demolition dates are unknown.

The Shredding Event date is July 15th. The trailer parks on Maryville Road are being removed. The Community Meeting is May 31st @ 6pm. The house on Old Alton Road has been removed. Maryville Road new location has started putting up new building. New businesses have been started on Route 111 and East Chain of Rocks Road. The anniversary of Route 66 will be in 2 years looking to put a board together to welcome all the guest that will travel that route for the event. Make sure to lock your vehicles car break ins start this time of year.
Highway Commissioner Scholebo:
Oil and Chipping will be starting in August on the East Side of Chain of Rocks Road starting at the Railroad tracks to ERB Equipment. Work has been done for drainage issues on South Thorngate. Franko Land is still in the works for repairs needing to be done.

Questions about the Old Apple Valley Motel location not being taken care of overgrown trees and grass, was advised the owners are being fined for it, and continues to be reported. Reports of 669 Barkly still doing illegal burns, was advised they have been fined by Madison County Sheriffs Department. Maryville Road and Redwood a dumpster on property sitting to close to roadway, advised it has been reported. Overgrown grass calls have started to slow down but still reports are being made.

Highway Commissioner Scholebo:
Bids are completed for the Franko Lane Drainage Repair project. Finding out what the cost would be to dam it and reroute for repairs to be done.

Open to the Floor: Progress on the newly purchased property on Franko Lane has been cleaned up from the burnt house and is looking very good. Beadle Street question on survey lines; will they be marked was the question. Eric Foster reported the Long Lake project is still in the working stages. Questions on the area of 203/270 lake; area being filled in for new Highway construction?

The Next Senior Meetings will be April 26th. The Next Neighborhood Watch meeting will be June 7th @ 6:30pm. Lewis Street meeting was held and further information to be sent out to landowners. Trailer Park is now down to 14 occupied trailers. Reports from trailer park residents that the water bills are being added to rent documents have been extremely high. Yards are being reported on grass not being cut. Madison County Sherriff’s office has been utilizing the cameras in our area. Upcoming shredding event will be July 15th.
Highway Commissioner Scholebo:
Spring Cleanup 2023 had 59 loads taken to dump. Self-drop off can still be done during business hours.

Open Bid for 1998 Ford F150 Old Mosquito Truck-Bid declined due to didn’t meet requirements.
