MINUTES: October 19, 2020 - Regular Meeting

Present at the meeting was Supervisor Lee, Road Commissioner Scholebo and Clerk Meyer, Trustees Rea, Mueller, Merz and Werner. There was a quorum present. Office Manager Caldwell, Electors Kevin Franko, David and Rosemary McBride, Donna Wolfe, Barb Merz, Christina Domagalski and Todd Ahlers present.

Pledge of Allegiance was said.

Trustee Werner made the motion to accept the minutes of the last meeting as presented, seconded by Rea. ROLL CALL VOTE: Lee-yes, Rea-yes, Mueller-yes, Merz-yes and Werner-yes. Vote was 5 yes and 0 no. MOTION CARRIED.

PRE Tax from Treasurer's Office to Town Fund in the amount of $19,928.36 and Road/Bridge Funds for $28,067.20 PMH tax to Town for $74.58 and Road/Bridge for $120.23.

PPR Tax from Comptroller's Office to Town Funds for $7,923.99 and Road/Bridge Funds for $10,081.33

UMB Bank payment for Pontoon Beach to Town Fund in the amount of $307.64 and Road/Bridge Fund for $495.99.

Circuit Court Fines collected for September, nothing for Chouteau Township.

September Monthly Balance Report for Town and Road/Bridge Funds.

Road Commissioner Scholebo announced the closing of Lenox Ave as of October 19, 2020. Have been moving cameras around on Old Alton Road, dumping along OAR has gotten out of hand, hope moving cameras ever so often will help. MC is having a paint recycle October 31 at SUIE #8, anyone can pick up list of things to be recycled at the office. Anyone needing to get rid of unwanted drugs may drop them off at MC Administration  Office.

Clerk presented raises for the Election of the 2021 Board. Raises as follows: Road Commissioner up $100.00/month, Clerk up $100.00/month and Trustees up $50.00/month. Trustee Mueller made the motion to accept the above raises, seconded by Merz. ROLL CALL VOTE: Lee-yes, Rea-yes, Mueller-yes, Merz-yes and Werner-yes. Vote was 5 yes and 0 no. MOTION CARRIED.

Supervisor announced a hearing to place a double wide mobile home at 1342 Chouteau Place Road on October 27th. Supervisor thinks putting a notice in the paper about cameras around township will help alleviate some of the dumping in the area. He feels for Security reasons, the township would benefit having gates at the front and back entrances. Bid for back entrance for a 6' barbed wire fence is $4000.00 from TNT Fence Co. Bid for front is a Hy Security Slide gate for $9,900.00. After questions: Trustee Mueller made the motion to purchase the back gate for $4000.00, seconded by Rea. ROLL CALL VOTE: Lee-yes, Rea-yes, Mueller-yes, Merz-yes and Werner-yes. Vote was 5 yes and 0 no. MOTION CARRIED. Trustee Mueller made the motion to purchase front slide gate for $9,900.00, seconded by Rea. ROLL CALL VOTE: Lee-yes, Rea-yes, Mueller-yes, Merz-yes and Werner-yes. Vote was 5 yes and 0 no. MOTION CARRIED. Still needs bids for Security Cameras Old Alton Rd October 237th IDOT is having a virtual meeting, everyone should have received notice on this.

Questions from the floor: Where are cameras being placed? /There are huge beaver dams in certain areas, Metro East and Township are keeping close watch and anyone that notices beavers please call the township. What is the purpose of oil/chipping, it seems a waste. If the roads were not kept up, they will crumble; oil/chipping is a preventive step.

Supervisor announced township has canceled this year's Breakfast with Santa.

Trustee Rea made the motion to pay the bills of the township and road/bridge, seconded by Werner. ROLL CALL VOTE: Lee-yes, Rea-yes, Mueller-yes, Merz-yes and Werner-yes. Vote was 5 yes and 0 no. MOTION CARRIED.

MINUTES: October 19, 2020 - Special Meeting (Raises for 2021 Term)

Present at the meeting was Supervisor Lee and Clerk Meyer, Trustees Rea, Mueller and Werner. There was a quorum present. Deputy Clerk Caldwell present.

After discussing raises for the 2021 Election of new Board Officials:

Road Commissioner: $100.00 monthly

Clerk:             $100.00 monthly

Trustees:          $ 50.00 monthly

MONTHLY SALARIES FOR 2021 NEW ELECTED BOARD:

Supervisor:        $1,400.00

Road Commissioner  $1,500.00

Assessor           $1,300.00

Clerk              $1,000.00

Trustee            $  350.00

Supervisor and Assessor remains the same for new 2021 term.

With no further business before the Board, Trustee Mueller made the motion to adjourn at 6:00 pm, seconded by Rea. Vote was 4 yes and 0 no. MOTION CARRIED.

MINUTES: September 21, 2020 - Regular Meeting

Present at the meeting was Supervisor Lee and Clerk Meyer, Trustee Rea, Mueller, Merz and Werner. There was a quorum present. Office manager Caldwell, Electors Lois Kramer, Patti Powell, Kevin Franko, Rosemary, Stacey Perigo and Larry Jacobs.

Two payments of PRE Tax from Treasurer's Office to Town Fund in the amount of $24,336.71 & $35,212.70. Two PRE payments to Road/Bridge for $50,468.24 & $34,649.80.

UM Bank payment for Pontoon Beach to Town Fund in the amount of $144.90 & Road/Bridge for $233.60.

Circuit Court fines collected for August, nothing for Chouteau.

Road Commissioner Scholebo announced Household Hazardous Waste recycle will be October 31, 2020. We need an appointment, call Madison County. Electronic waste October 10, 2020 8 am to 2:30 pm and will be held at 5257 N State Rt 157, Edwardsville. Tire Collection Oct 1st & 2nd. Road Commissioner said anyone that has tires may drop them at the highway department now through the 2nd. Highway Crew did a great job oil/chipping; the didn't get to do everything that they wanted ran out of oil. Road Commissioner would like a motion from the board for Pontoon Beach and Chouteau Highway department to do an intergovernmental Agree for Chouteau Highway Department to do the streets in pontoon Beach, Lawyers will Finalize the agreement. Trustee Werner made the motion to accept the intergovernmental agreement between Pontoon and Chouteau with approval from Lawyers, seconded by Rea. ROLL CALL VOTE: Lee-yes, Rea-yes, Mueller-yes, Merz-yes and Werner-yes. Vote was 5 yes and 0 no. MOTION CARRIED.

Supervisor announced a hearing Sept 30 at 10 am to vacate alley behind the old Mick/Max. October 6, 10 am to close Lenox Ave. Supervisor and Road Commissioner have been talking with police on all problems around Maryville/Chain of Rocks, mostly drugs. Police have set up a special group that will be keeping an eye on that area. There were 116 arrests in the last 2 weeks. It looks promising. Supervisor has looked into upgrading camera we have and purchasing 3 new cameras to help keep area under surveillance. Upgrade and new cameras will be $17,019.43. Trustee Rea made the motion to upgrade and purchase new cameras for $17,019.43, seconded by Mueller. ROLL CALL VOTE: Lee-yes, Rea-yes, Mueller-yes, Merz-yes and Werner-yes. Vote was 5 yes and 0 no. MOTION CARRIED. The new cameras will enable the police to get on-line and see what is and what has happened in the areas that the new cameras have been placed. Supervisor thanked everyone involved in the neighborhood watch; it has helped the police with all the problems. You can call the tip line 296-3000 with info you have. There is a murder in Granite City at the Econo Lodge.

Trustee Merz said he talked to IDOT and they do not have money to do any work on or around Ruth Street. Waiting on engineer concerning field behind Merz. Man received a notice for unlicensed car, not happy. he was told it had been turned over tot he county. Parking lot around Curley's needs to be cut, Supervisor called owner, he said he will take care of it.

Clerk presented clerk dues to be paid, Trustee Merz made the motion to pay the clerk dues, $30. Seconded by Werner. ROLL CALL VOTE: Lee-yes, Rea-yes, Mueller-yes, Merz-yes and Werner-yes. Vote was 5 yes and 0 no. MOTION CARRIED.

Questions from the Floor: Can girl scouts have their meetings at the township; township is still closed for any outside activity. What will maintenance cost on the upgrade of the new cameras; all cost is in the $17,019.43. Can you incorporate the cameras so they will pick up people that dump out trash? Hopefully it will pick up anything that is within the camera coverage. What was the tire date, Oct 1st and 2nd. What are all flags in Elector Powell's yard for, you need to call sewer office? Fire depart. is having a BBQ this Saturday, Sept 26, come when you are hungry. Newsletter from fire depart said they are giving out fire detectors, call 931-0161, and leave your name. They will call you after fire prevention week.

Sunny Shores Mobile Home Park is up for Sale.

Present at the meeting was Supervisor Lee and Clerk Meyer, Trustees Rea, Mueller, Merz and Werner. There was a quorum present. Office Manager Caldwell, Electors Barb Merz, Donna Wolfe, Lois Kramer, Theresa Franko, David & Rosemary McBride, Stacy Smith, Chuck & Nora Cobb present.

Trustee Werner reported lots of trash along first and second curve of Old Alton Road.

Supervisor said as of now neighborhood watch is still set for Nov 4, although may change in the next week. The town meetings will change to September 21 and October 19 due to Covid 19 pandemic. Pontoon Beach TIF will expire in 2023. Fire Department has had record calls so far this year.

Questions from the Floor: shut down at Inn-Between due to Covid-19. What's going on with 111/Highway Interchange? Curley's and Maryville Road has drug traffic and bicycles up and down the area. Drainage along Maryville Road needs ditches cleaned out. Maryville is IDOT's, so call them with any problems. What about Midwest Motel Construction? County Checked it out and he had to get a correct permit. Drainage is always a problem in area.

Present at the meeting was Supervisor Lee and Clark Meyer, Trustees Rea, Mueller, Merz and Werner. There was a quorum present. Office manager Caldwell, Electors Larry Jacobs, David & Rosemary McBride and Kevin Franko present.

UMB Bank payment from Pontoon Beach TIF to Town Fund for $848.05 and Road/Bridge for $1,367.23.

Trustee Merz said guy was flying a drone around red dots property. Lots of old clunkers still around Merz's neighborhood, residents would like to see them gone. Poor Boy Johns property has been put up for sale.

Questions from the Floor: Drainage Ditch around Franko Lane is blocked again; hopefully IDOT will dig out concrete and redo it completely. Resident Bauer found 3 huge trees and a mattress thrown in Long Lake. MC Representative Foster called ME drainage for them to turn on pumps after the 4 1/2 in rain in the area. 5180 Old Alton Road had what they thought was a water shooting out of the man hole, it was raw sewage. Old Alton drainage is stopped again; it may be clogged on Long Lake side. Where does the water drain from all the new warehouses: drains into county ditch? Guy on Old Alton Road, parks his trucks full of trees and shrubs on his property all the time, township will send a letter.

Supervisor said the office girls are doing Iheap again, although how they do changes weekly.

MINUTES:  July 20, 2020 - Regular Meeting

Present at the meeting was Supervisor Lee, Road Commissioner Scholebo and Clerk Meyer, Trustees Rea, Merz and Werner. There was a quorum present. MC Board Rep Foster, Office Manager Caldwell, Electors Barb Merz, Donna Favier, Lois Kramer, Christine Cook, Roger Crites, Jeff Awalt, Jack Oller and Larry Jacobs present. Trustee Werner arrived at 6:12.

Road Commissioner Scholebo said the truck for residence dropping off bulk items is open on Wednesday again. Oil/Chip is scheduled for August 8/9.

Trustee Merz said property at St. Thomas/Chain of Rocks needs to be cut.

Rep. Foster reported that there have been a lot of citations written at Lake Shore Mobile Home Park.  He will keep close tabs to see if anything is done. Covid testing is open; you may want to call MC before going.

Supervisor gave rundown on red dot storage; county has been giving citations to the people that rent storage as a residence. He thanked MC for keeping up with trailer park.

Questions from the floor: Franko Lane is flooding again, neighbors have cleaned ditch out for years, wanted to know if highway department could really clean it out. Supposedly the ditch is in Metro East Drainage District. Commissioner will check into it. What streets are scheduled to be oiled/chipped, starting on St. Thomas Road and go until oil is empty? Is there a set time to spray for mosquitoes? A lot depends on the weather, sprays as often as possible. Can you block alleys, highway dep. will check into blocked alley. Trailer has been dropped off in parking lot across from Paddy Ds. Elector Favier thanked highway dep. for moving strip on Lenox.
