Present at the meeting was Supervisor Lee, Clerk Disselhorst, Highway Commissioner Scholebo, Trustees Rea, Merz and Ahlers. There was a quorum present.  Electors Deputy Clerk Annette Caldwell, Joe Lee, Larry Jacobs, Josh Cozad, Joe & Vicki Sitton, Lois Kramer, Diane Young, Austin Parker, John Janek, & Randy Presswood were present.

Supervisor Lee made the motion to accept Austin Parker as replacement Trustee, Seconded by Ahlers. ROLL CALL VOTE-Lee-YES, Rea-YES, Ahlers-YES, Merz-YES.  Vote was 4 yes and 0 no. MOTION CARRIED.

Supervisor Lee:  

Reports of the “Take Trash Home” signs being stolen have been reported and under investigation, five hundred and twenty-two (522) applications for energy assistance have been applied for from our office this year, trailer parks on Chain of Rocks Rd. continue to be boarded up after evection notices have been put into effect, Juneau has finished the surveys and reports will be available soon.

Trustee Merz: Reported the pipe that runs under Hansen Trucking is filling with mud, it will be reported for further inspection.

Open to the Floor:    Houses on Old Alton Road and English have occupied campers in back yard, this has been reported to Madison County.  Questions on the Juneau Survey - was explained they did the survey so the ground can be determined ownership of lots; a photo of the property lines was shown to the property owners that were in attendance, more information will be giving later.  Issues with Franko Lane water drainage and culvert section that runs under road was answered by Highway Commissioner Scholebo . The beaver dams’ are still an issue; they are being worked on - some are not able to be reached by our department -  the proper department will be notified.  The Culvert pipe that runs under Franko Lane will be looked at and a plan of action will be determined.  Comments were made of suggestions of repair.  Camping Trailer is in Empty lot on Maryville Rd/Chain of Rocks Road has been reported to Madison County for removal.

Present at the meeting was Supervisor Lee, Clerk Disselhorst, Highway Commissioner Scholebo, Trustees Rea, Merz and Ahlers. There was a quorum present.  Electors Deputy Clerk Annette Caldwell, Rosemary McBride, Kevin Franko, David Disselhorst, Joe Lee, Donna Wolfe, Jeanette Mathews, John Janek, & Randy Presswood were present.

Supervisor Lee:  

Breakfast with Santa 2022 had an attendance of 150 kids.  The work on the park area will continue with rock around the pond area when weather is permitted.  Juneau is still working on the surveys of both properties mentioned in previous board meeting.  The shredding event is coming next year; will post a date when scheduled.   The Camera on West Chain of Rocks Road is still waiting for the pole to be replaced. 

Highway Commissioner Scholebo:

Winter Weather is in the forecast we are prepared and ready for it.

Houses on Old Alton Road and English having occupied camper in back yards.  The trailer parks on West Chain of Rocks Road being emptied out. What are they doing with them when they are empty? This is something the park owner is still working on figuring out.  Properties have been inspected on issues reported and are being sited for the issues reported.  Properties that have been reported and with no update on issues are the Car Lot and the Campground on West Chain of Rocks Road.  The property that was formerly know as Poor Boy Johns has been sold and they are working on cleaning it up; the Zoning meeting was attended with issues discussed.

Railroad tracks at the Maryville Road/Nameoki Road and Saint Thomas Road/West Chain of Rocks Road have been reported to each Railroad Company.

Open to the Floor:   Questions regarding the Hotel/Motels and Campgrounds having permanent living in them.  Concerns about the property on Old Alton Road having trash and vehicles sitting on it and unfinished construction.  The planning and development department has put notice of demolition on the properties, East Chain of Rocks Rd, Old Alton Road, Franko Lane, and Barkley. Reports of people staying in these unoccupied properties have been noted.

Barkley Street and Tennessee Ave has had lots of residents doing illegal burning, advised to contact the non-Emergency 911 to report it.  Barkley Street has lots that are becoming unkept.  Questioned why the Fire Department cannot do controlled burns on these vacant properties, the controlled burns can not be done with out permitting.  The old Poor Boy Johns lot on Chain of Rocks Road has been sold.  Trailer Park issues are still being addressed with continued evections.  The dumped white van on Old Alton Road has been reported, contact with the landowner will be attempted.  South Thorngate and Chain of Rock Road water standing due to drainage issues will be investigated.  IDOT projects are still being detailed out for a starting date.

NEW BUSINESS:

Supervisor Lee: The Vendor Fair has been cancelled for this year and has been rescheduled for October 14,2023.  The used tire collection we be in October.  All tires need to be brought to Chouteau Township before October 6th and they will be taken to the drop location with Madison County.  Neighborhood Watch Meeting is October 5th, Golden Acres Senior Group meeting will be October 26th.   The Hazardous waste collection has been cancelled.  The park has had 14 loads of dirt hauled in to fix the low areas.  The trailer park has reported over 50 trailers are now empty, and the Fire Department has reported that the medical calls for that area have dropped.  The trailers will eventually be removed or brought back up to code.  Signs for trash dumping have been made if anyone would like to place them in a high traffic trash dumping are please pick one up.  October 11th-14th will be the Fall Clean up, no calls are needed make sure everything is placed out no later than Thursday, October 13th. Tree limbs can be picked up on Fridays or you can bring them to the burn pile are Monday through Friday during regular building hours.

Trustee Merz:  Reported the cars at auto shop on Chain of Rocks Rd, Thorngate lot with junk on it, Hanson Truck culvert is filling with mud needs attention.

Comment on the Franko Lane being complete, just wanted to know if any word on the burnt house removal.  The ditch at 715 English needs to be looked at; Bryan Bauer is lined up to take care of it.  Dumping going on at the burnt-out lot on Mueller.  They started construction of the house on Old Alton Rd again and the unlicensed white van is back on it.  Cars are traveling to fast down Old Alton Rd.

Supervisor Lee: Reminder that any kind of trailer (utility, box, camping) are not allowed in a front driveway they must be in back yard fines are being issued by Madison County.  The Chouteau Township will be looking into the process of a Code Enforcer for our district.  East Chain of Rocks Road will be having lots of surveys done for the upcoming sidewalks to be put into place. Two more Seniors Group meeting for the year.  The Park and surrounding areas are still having issues with squatters they are being addressed.  The cameras are still working well, with more TIFF funding we will look into placing more in our area.  Trailer Park issues are being addressed with at least 50 now empty in the Old Sunny Shores Park.

Highway Commissioner Scholebo: Chip and oiling locations have been completed; Franko Lane work has started on the drainage issues.  Fall Clean up will start October 11th -14th no need for call in just set it out and it will be picked up. Side Note: Last day to put out items is Thursday the 13th Last day for pick up is Thursday 14th at 2:30pm.   The new portion of Old Alton Road area was sealed. The Highway Department will be looking to fill two job positions later in the year it will be posted in the newspaper at that time.

Request for more rock to be placed in driveways on Franko Lane after the drainage work is done.  Report of the road deteriorating on Morrison and Chain of Rocks Road will be reported to IDOT but Highway Commissioner Scholebo said “He would have a look at it also”.

Supervisor Lee: September 17th E Waste in Edwardsville will take Electronics for disposal; Wood River will have Haz-Waste each Saturday and the 3rd Friday from 8-3pm (flyers are available in lobby).  The Neighborhood Watch meeting welcomed Madison County Sheriff’s office to report the cameras installed have been being used and have been very helpful.  The evictions will continue to be issued for the trailer parks located on W. Chain of Rocks Rd.; 35-40 have already been issued.  Many calls have been called in regarding grass that is not being cut and have been noted.

Highway Commissioner Scholebo: Not Present

Trustee Merz: FMA-Chicago interview took place with issues in our area discussed regarding the internal drainage issues. For more information, please see Max Merz.

Comment on how well the streets looked after being Oil & Chipped this year.

The ground has been started for the new retail location on HWY 111 near the Amazon distribution center.   

Golden Acres Seniors Group meeting is August 24th; MCT will be the guest speaker. 

MCT new building is under construction on E. Chain of Rocks Rd.

MINUTES: August 8, 2022 - Regular Meeting

Present at the meeting was Supervisor Lee, Clerk Disselhorst, Highway Commissioner Jeff Scholebo, Trustees Merz, Rea and Ahlers. There was a quorum present.  Electors Larry Jacobs, Rosemary McBride, Lois Kramer, Deputy Clerk Annette Caldwell, County Board Member Eric Foster were present.              

Pledge of Allegiance was said.

Trustee Rea made the motion to accept the minutes of the last meeting, seconded by Merz.  ROLL CALL VOTE –Lee-yes, Rea-yes, Ahlers-yes, and Merz-yes.   Vote was 4 yes and 0 no. MOTION CARRIED.

Highway Commissioner Scholebo: Chip and oiling location has been changed to Oldenburg Rd, Meadowland Dr, and streets in-between those locations as supply last. The street that will not be done will be Franko Lane due to other work needs to be done first.   The start date is tentatively set for Friday August 12, 2022.
