MINUTES: February 22, 2021 - Regular Meeting

Present a the meeting was Supervisor Lee, Road Commissioner Scholebo and Clerk Meyer, Trustees Rea, Merz, Mueller and Werner. There was a quorum present. Office Manager Caldwell present. Electors Lois Kramer, Kevin Franko and David and Rosemary McBride.

Pledge of Allegiance was said.

Trustee Rea made the motion to accept the minutes of the last meeting as presented, seconded by Merz. ROLL CALL: Lee-yes, Rea-yes, Mueller-yes, Merz-yes and Werner-yes. Vote was 5 yes and 0 no. MOTION CARRIED.

Pre Tax payment from Treasurer's Office to Town Funds in the amount of $3,857.88 and Road/Bridge for $5,434.30.

Town and Road/Bridge monthly balance reports for January.

Fines Collected by Circuit Clerks Office, nothing for Chouteau.

Clerk opened up bids for the repair of walk path, after board looked and compares bids for walk path, Trustee Rea made the motion to accept the bid of $3,500.00 from Eldridge Paving, seconded by Werner. ROLL CALL: Lee-yes, Rea-yes, Mueller-yes, Merz-yes and Werner-yes. Vote was 5 yes and 0 no. MOTION CARRIED. Next was bid for Electric to new pavilions and gazebo. After looking and comparing Trustee Merz made the motion to accept Lowry Electric for $18,870 seconded by Merz. ROLL CALL: Lee-yes, Rea-yes, Mueller-yes, Merz-yes and Werner-yes. Vote was 5 yes and 0 no. MOTION CARRIED.

Trustee Merz said there are piles of gravel on Ruth, Patricia and Roberta due to snow plowing. Water main break at 2556 Rogers resulted in ditch filling with dirt, no drainage. Poor Boy Johns Property has trailers and Bldgs condemned, what is being done on this? Repair shop has cars there so long vine are growing over cars. The camp ground on W Chain of Rocks have people living there as residence.

Supervisor said Hwy crew did a great job during our big snow. Also Mayor Overton of South Roxana asked for help to clear streets. Hwy crew helped and finished in record time. Mayor Overton called and thanked for the help.

Trustee Mueller made the motion to pay the bills of the township and road/bridge, seconded by Rea. ROLL CALL: Lee-yes, Rea-yes, Mueller-yes, Merz-yes and Werner-yes. Vote was 5 yes and 0 no. MOTION CARRIED.

With no further business before the Board, Trustee Mueller made the motion to adjourn at 6:29 pm, seconded by Rea. Voter was 5 yes and 0 no. MOTION CARRIED.

MINUTES: January 19, 2020 - Regular Meeting

Present at the meeting was Supervisor Lee, Road Commissioner Scholebo and Clerk Meyer. Trustees Rea and Merz. There was a quorum present. Office Manager Caldwell present. Electors Steve and Lois Kramer and Kevin Franko.

Pledge of Allegiance was said.

Trustee Rea made the motion to accept the minutes of the last meeting as presented, seconded by Merz. ROLL CALL VOTE: Lee-yes, Rea-yes and Merz-yes. Vote was 3 yes and 0 no. MOTION CARRIED.

PRE Tax payment from Treasurer's Office to Town Funds in the amount of $55,158.98 and Road/Bridge for $77,885.69.

UMB Bank Pontoon Beach TIF to Town Fund in the amount of $539.09 and Road/Bridge Fund for $869.13.

Town and Bridge monthly balance report for December 2020.

Fines Collected by Circuit Clerks Office, nothing for Chouteau.

PPR tax from Comptroller's Office to Town Funds in the amount of $9,753.77 and Road/Bridge for $12,409.28.

Road Commissioner and crew have dug out 3 beaver dams, one under Thorngate Road and houses across from Meadowlane Drive. Hopefully Metro East will continue in their area.

Clerk needed approval to renew her notary seal of $115.00 Rea made the motion to approve purchase of stamp, seconded by Merz. ROLL CALL VOTE: Lee-yes, Rea-yes and Merz-yes. Vote was 3 yes and 0 no. MOTION CARRIED. Notice was put in Board folders that February 8 meeting has been rescheduled for February 22, 6:00 pm

Trustee Merz will check the law on drainage when work needs to be done on a residence property. He drove by the car repair shop and nothing has changed with the citation and such he has been given. 

Supervisor said MC Board Member Eric Foster will introduce him to the New State' Attorney in hopes he will be more help than in the past. Neighborhood watch meeting will be February 10, at 6:30 at the township.

Trustee Merz made the motion to pay the bills of the township and Road/Bridge, seconded by Rea. ROLL CALL VOTE: Lee-yes, Rea-yes and Merz-yes. Vote was 3 yes and 0 no. MOTION CARRIED.

With no further business before the board, Trustee Rea made the motion to adjourn at 6:30 pm, seconded by Merz. Vote was 3 yes and 0 no. MOTION CARRIED.
