GENERAL ASSISTANCE (During COVID-19):
General Assistance is a monthly grant. The maximum amount is $300 per month. Those who receive the grant must provide community service and/or pursue education and employment as directed by the office unless exempt due to a disability or medical issue. General Assistance serves people living in Urbana who are part of very low income or no income households, including the homeless, and have exhausted all other means of support. (DURING COVID-19 outbreak, NO COMMUNITY WORK HOURS ARE REQUIRED).

Applications and all documents can be submitted in the mail slot in our office front door or emailed at any time. Applications will not be considered complete until all documents are submitted. Those with questions can email our office, call 217-384-4144, or text 309-583-8816.
Applicants must meet the following bases:
- Reside within the boundaries of the City of Urbana OR
- Homeless in Urbana OR
- Homeless in a Champaign shelter with a last known address in Urbana.
- U.S. Citizen OR
- Eligible non-citizen (i.e. veteran, refugee, asylee, permanent resident for the past 5 years, trafficking or domestic battery victim) – we can provide a comprehensive list
- Not currently receiving Social Security Disability (SSI or SSDI).
- Not currently receiving payments from a cash assistance programs such as Aid to the Aged, Blind, or Disabled (AABD), Temporary Assistance to Needy Families (TANF), or Refugee and Repatriate Assistance (RRA).
- Residents may receive assistance during a pending application for the above.
- Amount of income may affect grant amount. Staff will review this with applicants, as exemptions may apply. Assets
- Have less than $264 in assets (bank accounts, credit union accounts, non-homestead property, tax returns).
- If the applicant is homeless, up to $1000 in assets are allowed.
- One car is not counted as an asset, a second car is.
Workfare Participation (ALL WORK REQUIREMENTS ARE CURRENTLY WAIVED)
- If able to work, serve in Community Work Program (called Workfare), register and follow up with Illinois JobLink, and seek and accept full time employment. Township may provide a range of services to support Workfare participation.
- If unable to work, provide a doctor’s note stating work restrictions.

After all documentation is received, the application will be reviewed and the Supervisor will make a determination on the case. We make decisions on applications within 30 days of the date we receive them. This process can be extended up to 45 days under certain circumstances. Missing documents or information may cause a denial or need to re-apply. False information will result in sanction.
Additional Information about General Assistance:
Cash benefits are issued in the form of a check payable to the applicant sent to their verified Urbana address.
General Assistance participants are required to provide updated information about their eligibility for the program, and cooperation with program guidelines is expected. At the same time, staff is willing to answer questions and address challenges as they arise. Applicant/participant records are kept confidential, with certain exceptions specified by law.
Applicants have the right to appeal decisions by the Supervisor and be given a fair hearing by the Champaign County Public Aid Committee. An appeal must be in writing and submitted within 60 calendar days of the decision of this office. The Cunningham Township Office or the County Board Office (1776 E. Washington, Urbana) can provide an appeal form and help with completion. Those appealing may represent themselves at the fair hearing or be represented by a person or persons of their choice, such as a lawyer, relative or friend. If the appeal is filed within 10 days of the date of change (or within 10 calendar days of notice when there is no date of change), benefits may be continued at the present level pending result of the appeal.
Even if a person does not wish to apply for, or does not qualify for general assistance, they may receive support from the Cunningham Township Supervisor’s office so long as they live with the boundaries of the City of Urbana. Advocates help connect residents to services to address employment, housing, utilities, food, transportation, discrimination, disability, health care, clothing, childcare, and other needs.

Cunningham Township does not discriminate against a person because of race, color, religious affiliation, ancestry, national origin, sex, age, marital status, physical or mental disability, sexual orientation, gender identity, political affiliation, or any other legally protected status. Any person who believes that they have been discriminated against by Cunningham Township, its employees, or any group, vendor, or person acting on behalf of Cunningham Township, may file a complaint. The complaint may be filed by a client, an applicant, a client/applicant representative or a Cunningham Township employee. It must be filed within 180 days of the alleged discriminatory act. A written complaint may be submitted to the Cunningham Township Supervisor at the above address.
