Minutes: September 24, 2018 - Regular Meeting 6:00 pm

Present at the meeting was Supervisor Lee, Clerk Meyer, Trustees Rea, Werner and Taylor. There was a quorum present. Art Asadorian (MCB), Manager Caldwell, Electors Steve and Lois Kramer, Chuck and Nora Cobb, Stacy Smith, Lennie Wiser, Larry Jacobs and Kevin Franko. 

Pledge of Allegiance.

Trustee Werner made the  motion to accept the minutes of the last meeting as presented, seconded by Rea. ROLL CALL VOTE: Lee-yes, Res-yes, Werner-yes and Taylor-yes. Vote was 4 yes and 0 no. MOTION CARRIED.

PRE Tax payment to Town Funds in the amount of $53,657.25 and R/B Funds of $75,869.94.

Town and Road/Bridge monthly balance report for August.

Circuit Clerks Office fines collected for August, nothing for Chouteau.

Supervisor reported for Road Commissioner the highway department oil/chipping roads that was scheduled for Sept 20th has been rescheduled for Oct 2,. Oil company truck broke down. Crew will start oiling/chipping on the north side at Ashland and moving toward E Chain of Rocks Road.

Supervisor said MC and Depart of Family Services are involved with the Lake Shore MHP situation. The old bubble master building is in the hands of the court.

Trustee Taylor is still working on the Veteran's banners for 2019. Call Taylor if you would like to have one for yourself or a family member. The banners will be on display from April/October. Taylor received info on a Veteran Grant that township will look into.

Supervisor would like to have required occupancy permits for Chouteau Township. This would impact all homes and trailer courts for a cleaner township. Supervisor was asked what state was about the grass; grass along the state highways are getting HIGHER every day. Who knows?

Supervisor and County Board member Asadorian talked about the 270 extension, occupancy permits, and complaints board has received, so far nothing has been resolved but still open. Supervisor is concerned about the new highway extension affecting the drainage in our area; it could have a disastrous on the area.

Minutes: September 10, 2018 - Regular Meeting 6:00 pm

Present at the meeting was Supervisor Lee and Clerk Meyer. Trustees Rea and Werner. There was a quorum present. Office Manager Caldwell and Electors Steve and Lois Kramer, Kevin Franko, Stacy Smith, Chris Hankins, Max and Barb Merz present.

Pledge of Allegiance was said.

A minute of Silence for Helen Hawkins, a long time Clerk for Nameoki Township and a County Board Member for Chouteau Township. She was a giant help to many and will be missed by many.

Trustee Rea made the motion to accept the minutes of the last meeting as presented, seconded by Werner. ROLL CALL VOTE: Lee-yes, Rea-yes and Werner-yes. Vote was 3 yes and 0 no. MOTION CARRIED.

PMH Tax Payment from Treasurer's Office to Town Funds in the amount of $259.65 and Road & Bridge Funds for $416.81.

Phillips 66 LLC reimbursement for 2017 taxes to Town Fund in the amount of $586.67 and Road & Bridge Fund of $33.10.

Supervisor presented the bids for the washer/dryer combo to go in the kitchen. Trustee Werner made the motion to purchase the combo, not to exceed $1,800.00, seconded by Rea. ROLL CALL VOTE: Lee-yes, Rea-yes and Werner-yes. Vote was 3 yes and 0 no. MOTION CARRIED. Next a dishwasher, Trustee Werner made the motion to purchase a dishwasher, not to exceed $549.00, seconded by Rea. ROLL CALL VOTE: Lee-yes, Rea-yes and Werner-yes. Vote was 3 yes and 0 no. MOTION CARRIED. Supervisor said Emergency System is working on going wireless, will be more information later. Ongoing problems in the township are Lenox Ave., Lakeshore Estates Mobile Home Park, Flea Market and house on Willow. There seems to be little progress on all of these.

Road Commissioner Scholebo apologized for not getting oil/chipping done on September 7th, weather, will try for Sept 20th. He is trying to get IDOT to clean area around school and sewer office; it can be a problem for kids that have to walk to and from school. Also, if anyone has a few tires to get rid of, call highway depart. by 12/13th.

Residences asked what was going on with the construction on Old Alton Road/Thorngate. Bauer is building a storage for Campers and such.

Elector Merz reported someone dumps whatever under the overpasses, also the overpasses are in bad shape and people are living under them. Questioned if property owners had to mow easement, no, all of this IDOT's. Will report problems to IDOT.

The senior event for Sept 26th will have speakers concerning aging and what kind of help is available to residents. Anyone is welcome. Township will collect food or dollar donations for holidays again, Please help if you can.

Minutes: August 27, 2018 - Regular Meeting 6:00 pm

Present at the meeting was Supervisor Lee, Clerk Meyer, Trustees Rea, Mueller, Werner and Taylor. There was a quorum present. Auditor Ron Karnes, Collector Taylor, Office Manger Caldwell, Electors Lois Kramer, Chuck and Nora Cobb, Tom Colbert, Larry Jacobs, Stacy Smith, Kevin Franko.

Auditor Ron Karnes gave report on townships year end financial statements. After reviewing report, Karnes answered all questions from the board. Overall report, township is in good financial standing. Karnes left at 6:14 pm.

Supervisor reported for Road Commissioner the highway department will be oil/chipping roads on Sept 7th. Crew will start oil/chipping on the north side at Ashland and moving toward E Chain of Rocks Road.

Supervisor said a meeting with City of Edwardsville concerning closing Lenox, certainly not going to happen anytime soon, if ever. Mentioned the semi-truck parking lot that is planned for area by the emission station, township is certainly opposed to this. House at 120 Central has been torn down and lawn has been seeded. Still have ongoing problems with Lake Shore Estates MH Park.

Trustee Taylor said there will be a Flag Ceremony on Sept 9, at 2:00 pm.

There is a home in the Evergreen and Maryville Road area that neighbors would like to have police keep an eye on, very questionable activity around houses.

Minutes: August 13, 2018 - Regular Meeting 6:00 pm

Present at the meeting was Supervisor Lee and Clerk Meyer.  Trustees Rea, Mueller and Werner. There was a quorum present. Office Manager Caldwell, Electors Lois Kramerr, Kevin Franko, Stacy Smith, Max and Barb Merz, Randy and Lois Morgan present.

Trustee Mueller made the motion to accept the minutes of the last meeting as presented, seconded by Rea. ROLL CALL VOTE: Lee-yes, Rea-yes, and Werner-yes. Vote was 4 yes and 0 no. MOTION CARRIED.

PRE Tax payment from Treasurer's Office to Town Fund for month of July was $25,968.32 and Road/Bridge Fund for $36,442.99. Town for month of August was $90,227.00 and R/Bridge Fund $128,160.42.

UNB Bank payment from Pontoon Beach TIF to Town fund was $1,081.24 and Road/Bridge Fund was $1,735.68.

PPR tax from Comptroller's Office to town fund was $849.00 and R/Bridge was #1,080.10.

Supervisor apologized for missing last meeting, he was stuck in Florida. Flea Market has been sold, no info on what it will be next. Nothing yet on Sunny Shores MH Park, in MC sewer office hands. Supervisor is still trying to convince Ameren the corner wedge is theirs, to give/sell to township for our park. The property next to the emission office is wanting to put in a parking lot for semis, township will definitely fight this. Schools have asked everyone to keep an eye out for kids this year, times have changed.

Residence asked about what was going on with the party shop on Maryville Road, hearing was on August 2nd gave them till August 16th to get property cleaned up. Supervisor will check with MC after the 16th. Wanted to know if he has permits for storage units? Is there anything happening on the house next to water company, apparently in the hands of the judiciary court. Junk cars parked on W Chain of Rocks Road are a problem and cannot seem to get this taken care of. Asked who was doing the utility work in the area, not sure. Supervisor called Hansen Trucking, their property needs some serious attention. There are unknown sex offenders living in 2 motels on W Chain of Rocks.

Minutes: July 9, 2018 - Regular Meeting 6:00 pm

Preset at the meeting was Supervisor Lee, Highway Commissioner Scholebo and Clerk Meyer. Trustees Rea and Werner. There was a quorum present. Office Manager Caldwell, Electors Lois Kramer, Kevin Franko, Stacy Smith, Larry Jacobs, Harry Arnold and Tom Colbert present.

UNB Bank payment for Pontoon Beach TIF (2001A/B Project) to town fund for $378.39 and road/bridge fund for $607.43.

Chouteau Township monthly fund balance reports for April and May. Monthly balance reports for Road/Bridge for April and May.

Supervisor gave the weight, in tons, from Madison County/Chouteau trash clean-up, a huge success. Supervisor has been trying to contact Ameren UE about the small corner section of land they own at the edge of township's property. Finally talked to an Ameren agent and he will get back with Supervisor as soon as a decision has been made to sell or donate. Supervisor reminded all of the Seniors Las Vegas Information Day Jon July 26, and said the quilters have started on the quilts for senior chili supper and townships Christmas party.

Road Commissioner said IDOT has tracked the number of cars from 270 to Lee St., a busy 1,050 a day. Commissioner said the County will have a tire drive later this year, will confirm date and let everyone know.

Residences wanted to know where MESD was concerning Long Lake clean out, apparently at the North end. Resident said junk cars have been moved out of Brooks Subd, and so far 5 houses have been torn down this year. Neighborhood watch reported a disturbance around Franko Lane. Neighborhood Watch for Franko area is meeting July 11th. A resident from S. Roxana said the ditch in front of his house is way too steep, Supervisor will call MAyor in S. Roxana to see if this can be taken care of.

Present at the meeting was Supervisor Lee, Assessor Falk and Carole Meyer, Trustees Mueller, Werner and Taylor. There was a quorum present. Also present was Collector Taylor, Office Manager Caldwell, Electors Barb and Max Merz, Stacy Smith, Tim Domagalski, Kevin Franko and Larry Jacobs.

MCTO Association monthly meeting on July 27, 2018 at 7:30 pm, Lindenthal Park in Highland, IL.

Supervisor thanked everyone again for helping with the MC/Chouteau clean-up. The picnic tables in the pavilion's need to be painted and volunteers are needed to help. Will set a date and let everyone know.

Clerk presented the Town Fund Budget for fiscal year April 1, 2018 through March 31, 2019 in the total $ amount as follows:

Clerk presented Ordinance for 2018 Prevailing Wage Rates to be accepted. Trustee Taylor made the motion to accept the prevailing wage rates for 2018, seconded by Mueller.  ROLL CALL VOTE: Lee-yes, Mueller-yes, Werner-yes and Taylor-yes. Vote was 4 yes and 0 no. MOTION CARRIED.

Spire (formally Laclede/Missouri Gas) sent information on safe digging if anyone is interested.

A lengthy discussion on drainage, Mexican building on Maryville, high grass, Poor Boy Johns Property, where is Metro East Sanitary working, weight limit on Old Alton Road concerning semi's (handled by IDOT and State Police) traffic on Lenox to the warehouse. Maybe have a representative from IDOT at one of our meetings to see if someone can be done about all of this. Road Commissioner will contact them.

Minutes: June 11, 2018 - Regular Meeting 6:00 pm

Present at the meeting was Supervisor Lee and Clerk Meyer. Trustees Rea, Taylor and Werner. There was a quorum present. Collector Taylor, Office Manager Caldwell, Electors Roger Crites, Donna Favier, Lois Kramer, Kevin Franko, Mike Erieolel and Max Merz present.

Lien of $354.00 paid on 550 Margaret.

Supervisor thanked everyone for their help with the MC/Chouteau Township clean-up, it was huge success. Madison County/City of Collinsville is having a hazard waste clean-up in Collinsville Saturday June 23, you must make an appointment. Information notice available in the township office. Township has some lawn mowers residences may borrow if their mower doesn't work.

Supervisor would like to purchase a pallet fork frame/teeth for $803.25 for the fork lift. Trustee Taylor made a motion to purchase the fork frame/teeth for $803.25, seconded by Rea. ROLL CALL VOTE: Lee-yes, Rea-yes, Werner-yes and Taylor-yes. Vote was 4 yea and 0 no. MOTION CARRIED.

2018 has started out with a lot of complaints on trash, abounded cars, grass and more. Liens have been put on properties that do not cut their grass. In the past liens have been $300, township would like to raise to $500. Trustee Taylor made the motion to change lien amount to $500 for residential, seconded by Rea. ROLL CALL VOTE: Lee-yes, Rea-yes, Werner-yes and Taylor-yes. Vote was 4 yea and 0 no. MOTION CARRIED. 

Road Commissioner Scholebo reported drainage repair on Lenox is just about complete and IDOT is working on 111. Ditch around Ruth St is crumbling, Commissioner will check out. Highway crew will still pick up tree limbs and residence may bring large items to the township on Wednesdays.

Clerk reminded board of budget hearing on June 25th.

Trustee Taylor passed out pamphlets on the Veteran's Banner Drive, anyone wanting to purchase a banner may call Trustee Taylor.

Mr Erieolel wanted to thank township for repairing the street and drainage on Oldenberg Road but trash trucks are breaking down the road. Can something be done about this?

Minutes: May 29, 2018 - Regular Meeting 6:00 pm

Present at the meeting was Supervisor Lee, Clerk Meyer, Trustees Rea and Taylor. There was a quorum present. Also present was collector Taylor, Office Manager Caldwell, Electors Lois Kramer, Lennie Wiser, Jack Oller, Donna Favier, Roger Crites, Dave and Rosemary McBride and Donna Wolfe.

Supervisor reminded all of the MC/Chouteau clean-up on June 8-9, township needs volunteers for the 9th, signup sheet in the office. Reported for Road Commissioner on the progress of drainage work on Lenox, pipe that was needed to finish the job came in today. Request was made for more stop signs on Lenox Ave.

Elector Wolfe said there is more trash than ever on 6140 Old Alton Rd. Letter has been sent to them before, supervisor will contact MC on this.

Clerk received permit for Waste Management, does not apply to Chouteau.

Trustee Taylor said Veteran Service banners are in and ready to hang, they will say up through the summer and taken down in October, then, yearly. Elector Crites wanted to know why they do not put up POW flags. Trustee Taylor will check into this and get prices on everything that is needed to put them up. He also has banner applications for home town heroes.

Elector Wiser asked if Lenox drainage repair is not finished before hard rains, does township have pellets for mosquitoes, yes. Supervisor has also asked MC health department to test behind S. Thorngate area for west nil disease. Supervisor was asked if highway guys will replace culverts as they do streets, guys will replace or clean out where needed. It was reported 3 houses have been torn down in township, but still have a few to go.

Circuit Clerks Office Fines for April, nothing for Chouteau Township.

Supervisor gave a report on parking lot/sidewalk, fence, tree removal and seeding. All are complete but the seeding of a small area that is not ready, and all were covered by grants. The backup generator is up and running. There will be zoning hearing on May 22nd for 18-2-14-27-03-306-015 to change zoning from R-4 to B-2. Felicia Miller is passing around a petition to close Lenox at the road where it connects to the ware house road. Supervisor said the Road Commissioner requested a copy of petition. Reminded everyone of the Chouteau and MC clean-up on the 8th and 9th of June. We will need volunteers for Saturday 9th.

Clerk presented the tentative Town Fund Budget and Road District Fund Budget for fiscal year April 1, 2018 through March 31, 2019. They are as follows:

Clerk presented a resolution extending the 3 minute public speaking to 5 minutes. Apparently there was a resolution to change this at one time, but cannot find it, therefore a new one. Trustee Taylor talked about the banner program the Veterans are doing, he has about nine banners he would like to put on Mitchell street light poles. Also passed around notice for a Memorial Day Service to be held May 28, 11:00 am, at the Greater Granite City Area WAr Memorial Park", Madison and Niedringhaus.

Elector Archer said 5120 Lakeview is being torn down. Neighbors around 5102 Rapp have been mowing this property for sometime and would like to quite, what can be done about this and the trash in area. Lake and Rapp roads are terrible; Supervisor will talk to the Road Commissioner.

Elector Miller and other Brook Subd. residence said since Lenox is closed due to drainage work at Chouteau, Barkley and Ashland people have been driving in their yards, they have called Sheriff's department but nothing has come of that. Elector Rohman said Mr. Cruse on Barkley has water problems and has been sand bagging his property in heavy rains, hopefully when drainage is finished it will help the whole area. Apparently cars are blocking W Chain of Rocks road, what can be done with this.

Elector McBride needs a culvert put in at  his property on Old Alton Road.

Supervisor reported the fence and parking lot are finished. The generator should be in working order by the end of next week. He reminded all of the fun and informational event on April 25th, there will be bingo and a speaker from Madison County Transit.

Commissioner Scholebo has a new drug/alcohol policy that needs to be updated for 2018. Trustee Mueller made the motion to adopt the new drug/alcohol policy, seconded by Rea. ROLL CALL VOTE: Lee-yes, Rea-yes and Mueller-yes. Vote was 3 yea and 0 no. MOTION CARRIED. Question was asked if there was random drug testing of the guys now, yes there is. Highway department will be closing Lenox May 7th thru May 18th, doing major drainage repair.

Clerk received a request from Illinois State Board of Education for the Summer Food Service Program. Board was in favor of being a food collection center.

Madison County is negotiating with former Sunny Shores Mobile Home Park to turn water off, as a means of getting park closed.

A lengthy discussion from residents of township on drug houses, wood chips, residents filling in ditches in their yards, cars with no licenses, people walking through their yards, parking in yards late at night, closing Lenox Road at the warehouses and having occupancy permits. So many of the listed problems have to be sent to the county. Township can send out letters that may help, but may not. Township setting up Face Book page - NO. Last discussion was drainage in a lot of areas in township. Commissioner is working to take care of long overdue problem as much as possible considering the area.

Minutes: April 10, 2018 - Annual Audit Meeting 6:00 pm

Present at the meeting was Electors Eddie Lee, Jeff Scholebo, Carole Meyer, Sandy Mueller, Lois Rea, James Taylor, Vi Taylor, Annette Caldwell, Steve and Lois Kramer.

Meyer called the meeting to order at 6:00 pm and Taylor led the group in the Pledge of Allegiance.

Meyer called for nominations for Moderator of the proceedings. Eddie Lee made the motion to nominate Steve Kramer, seconded by Rea. The clerk then called for nominations three more times. Being none, Steve Kramer was elated by acclamation. 

Meyer called for the amount of the salary to be paid to the moderator. Mueller made the motion to pay the salary of $50.00 as in the past, seconded by Rea. VOTE was 10 yes and 0 no. MOTION CARRIED.

Moderator Kramer read the minutes of the 2017 Annual Town Meeting. Lee made the motion to accept the minutes as presented, seconded by Taylor. The vote was 10 yes and 0 no. MOTION CARRIED.

Started meeting with Pledge of Allegiance.

UNB Bank Payment from Pontoon Beach TIF (2001A/B TIF Project) to Town fund for $6.02 and road/bridge fund for $9.77.

Supervisor said after a week or two of rain ditches were full, but once MESD turned the pumps on ditches dropped fast. The Madison County/Chouteau Township clean-up date has been set for June 8th and 9th. MC will send out a list of do's and don'ts as to what can be dumped. For the 9th, a Saturday, Township will try to get volunteers to help since it is not a township work day.

Road Commissioner reminded all of the township clean-up week, April 9th - 13th. Lenox Ave will be closed May 7th - 18th to replace underground pipe. There was a question about road side memorials, Commissioner said you can order a placard (for a charge) to place at memorial site.

Elector Franko asked what deciding factor was when choosing the new lawn mower. Main reason was the suspension, park is very rough. Franko asked if there was any problem having a speaker at their neighborhood watch meeting, certainly not.

Discussion followed concerning Thorngate/St. Thomas ditches, it seems after the sewers were put in, standing water stays longer.

Super reminded everyone about the new senior information day, March 25th 12:00 pm, everyone is invited. Township's annual meeting is tomorrow night, 6:00 pm April 10th.

Supervisor received a call from Metro East letting him know they had lowered the water level in Horse Shoe Lake several feet due to coming rain. Residence around Long Lake ditch said the clean-up there is going really good. The house across from Arthur has been cleaned up, but there is a residence on Carolyn that needs the singles in the driveway taken care of.

Clerk said economic statements should be sent out this week, also on the e-mails. 2018 PEP Grant has been approved so work can proceed.

Township clean-up April 9th-13th. MC clean-up is still set for June 9th, but everything has not been finalized as of now. Road Commissioner is going to try to get volunteers to help with the clean-up. A street sign has been requested for Heather Court.

Supervisor said the Senior Information Event on March 21st went very well. Reminded everyone pf the April 25th meeting, it will be a bingo party.

Supervisor said that Metro East Sanitation District are cleaning out ditches on Frank Lane; hopefully they will get to Long Lake soon. He reported Madison County clean-up with Chouteau Township is tentatively set for June 8 & 9, more info closer to date. Reminded everyone about the Senior Information/Event of March 21st, someone from the Attorney General's Office will be the speaker. 

Highway Commissioner said the highway department is looking into getting fuel tanks installed on their property. The company installing will maintain the pumps and fill them. Question was asked what cost comparison will be for having tanks on property, mostly time and convenience and will not be any hire than at regular pumps. Commissioner received an accident report police filed on a semi driver on Lenox Ave. He is going to file a claim for damages done on Ashland Drive with the company, maybe this will help stop semi's drivers going down Lenox. Commissioner was asked if there is anything that can be done about  memorials on St. Thomas, Commissioner will call State and ask if they can clean this up.

Clerk gave a report on the electric aggregation meeting she attended March 7. Electric cost for June 2019 will be .04953, and June 2019-2021 will be .04944. Check your electric bill, if you are paying more call and sign up with Homefield. Clerk presented the 2018 Annual meeting Agenda for approval. Discussed the graffiti on overpasses, has state done anything about this, not yet. There are houses on Old Alton Road that need to be checked out, call the office with an address so they can be turned in.

Trustee Taylor talked about the banner program the Veterans are doing. He has about nine banners he would like to put up on the street light poles, and does anyone have an ideas about this.

Circuit Clerk's Office sent Court Fine Collection Report for January - nothing for Chouteau Township.

Supervisor received a letter from Madison County Planning and Development asking for help with a possible community Clean up for Chouteau Community. They would like to have a date and help. Township is looking at June for a date. Supervisor talked about monthly senior informational/event meetings the township started in February. The February 21st meeting was a good start, hopefully March 21st at 12 pm, will have more of a crowd. Attorney Generals Office will be speaking at meeting. Everyone is welcome. Supervisor  received an email from MC concerning drainage back of (formally known as) Sunny Shore Mobile Home Park. Would like help from IDOT, MESD, Chouteau and MC to clean out drainage pipes and ditches.  Supervisor thinks it would be a good idea to put a lien on their property once it is cleaned up. FRom there the park must maintain.

Road Commissioner Scholebo said he had driven around the township to see areas that were trouble spots after the days of rain. Please call office if your area has a bigger problem than normal. He feels Roberta area is starting place right now. Scholebo is all for MC clean up and hopes to have a big turn out to help with it.

Clerk presented the resolution for the 2018 PEP Grant due March 1st. Trustee Mueller made the motion to adopt the resolution, seconded by Taylor. ROLL CALL VOTE: Lee-yes, Mueller-yes, Taylor-yes. Vote was 3 yes and 0 no. MOTION CARRIED. Next opened the bids for the tractor, fence and topping/removal of trees for the 2018 PEP Grant. First were tractor bids, Sievers -$11,330, Bertels - $10,550 and John Deere - $12,587.64. After going through the bids and discussing, Trustee Mueller made the motion to accept the Sievers bid of $11,330, seconded by Taylor. ROLL CALL VOTE: Lee-yes, Mueller-yes, Taylor-yes. Vote was 3 yes and 0 no. MOTION CARRIED. Next opened the fence bids, TNT - $6,900.0 and Bonne Terre - $7,050. After discussing, Trustee Taylor made the motion to accept TNT's bid of $6,900,  seconded by Mueller. ROLL CALL VOTE: Lee-yes, Mueller-yes, Taylor-yes. Vote was 3 yes and 0 no. MOTION CARRIED. Last was the tree bids, Allan - $9,975,  Richard - $11,700 and JS - $10,795. Economic Statements will be mailed to all elected officials from Madison County after March 1st.

Elector Stacy Smith asked if any events at the township could be out on Facebook, township does not have a Facebook page. Everything is on our website. She wanted to know if township could start a volunteer program to help with anything needed in the township, certainly something to think about.

Trustee Taylor questioned IDOT putting in underground drainage on Chain of Rocks Road. Elector Merz said he is on the committee for widening I-270 Bridge, he will keep township up dated.

Madison County Township Officials Association sent a questionnaire requesting help from the board. Their attendance has been declining and would like input from all townships.

Township is starting a Senior Information/Event Day. First one will be Feb. 21, 2018 at Noon at the township. Supervisor has events planned for everyone that will be helpful to all. Anyone may attend.

Supervisor reported for Scholebo: highway guys are still working ditches. They have all had training on the new tractor.

A renewal for the tower lease that will expire in 2057 needs approval. Trustee Mueller made the motion to approve the renewal, seconded by Rea. ROLL CALL VOTE: Lee-yes, Mueller-yes, Rea-yes and Taylor-Yes. Vote was 4 yes and 0 no - MOTION CARRIED.

Clerk presented the bids for the 2018 Environmental Grant to extend the parking lot in front of walk path and seeding all the cleared area in the park. After going over the bids for parking extension, Trustee Taylor made the motion to accept Eldridge's Bid for parking extension, seconded by Rea. ROLL CALL VOTE: Lee-yes, Mueller-yes, Rea-yes and Taylor-Yes. Township would like to plant native flowers along fence in the park. Township has chosen the 64 pollinator plant garden for $239.00. This package covers a 15' by 9' area, which attracts butterflies and bees. Trustee Taylor asked what the MCTOA request was about, they need more involvement at their meetings and to give them ideas of what to talk about at meetings.

Elector Smith asked if there has been anything new with the trailer park clean-up. Discussed a lot of different problems going on, but nothing has changed as of now. Supervisor received a letter from Steve Brendell, MC, wanting Chouteau, IDOT, Metro East Sanitation District and anyone involved in the area of the mobile home park to help clean out ditches behind the park.
