APWA Illinois Roads Scholar Program
What is APWA Illinois Roads Scholar Program all about?
APWA IRSP offers a comprehensive training program in a three year cycle.
For one week per year road right of way workers in this program will be trained in various aspects, including flagging certification, signage standards, site safety, tool safety, paving, underground pipe work, GIS mapping, and roadway emergency response.
Participants who successfully attend all three training years will be designated as an APWA Illinois Roads Scholar.
Additionally, after completion of the program, graduates will be offered the opportunity to attend a hands-on equipment training session which can be added as an endorsement to your certificate

Welcome to the Township Highway Commissioners of Illinois Website Home Page. By being a Township Highway Commissioners of Illinois (THCOI) member, you can take advantage of this free opportunity to have your own respective Township Road District’s Microsite Website developed. Also please “Mark your 2018 Calendars” for Monday evening, August 6th, Tuesday, August 7th and Wednesday, August 8th to attend the Annual 2018 THCOI Summer Seminar at the Peoria Civic Center & Pere’ Marquette Hotel in Peoria, Illinois. If you have never attended the Summer Seminar, please plan to do so this year and if you have attended it, then please come again. We again have many activities planned for this year’s event, beginning with our (Monday) evening “Fun Night with The Vendors”. This event includes good-ole “Country & City Road” background music, along with fun interactive skill testing activities with our Vendors, not to forget some yummy refreshments. We will also have nine very informative Educational Breakout Sessions Tuesday afternoon on many interesting township road district related topics, and not leaving out the obvious learning opportunities at the annual Summer Seminar by just visiting with your fellow township highway commissioners around the breakfast & lunch tables. And for the first time in nine years at the 2018 Summer Seminar in August, we will begin our “Voluntary Illinois Township Highway Commissioner Certification” training program for all Illinois Township Highway Commissioners interested. And we have a fun Tuesday afternoon Ladies Event planned too.
Your THCOI Board of Directors, along with your TOI Board & Staff are constantly working on your behalf with legislative issues, as well as legal, safety, road maintenance and construction issues that we all deal with on a day to day basis.
On the link below, you will find your 2018 THCOI Membership Dues Renewal Form for the Township Highway Commissioners of Illinois Division. These annual THCOI Dues of just $60.00 are Divisional dues and are separate from the TOI dues that your Township pays annually, as well as dues for any Regional Illinois Township Highway Commissioner Associations. You can pay these dues from your Township Road District Road & Bridge Fund. Highway Commissioner Division Mission Statement
- Promote and protect the combined interests of all Illinois Highway Commissioners.
- Disseminate information of interest and concern to all members.
- Encourage uniformity of administration and increase operation among Illinois Highway Commissioners through educational seminars, programs, and printed materials for presentations to, and use by, THCI members.
- Educate and inform the public, the Illinois Legislature and other citizens through programs, seminars and printed material of the responsibilities of Illinois Road Districts within the State of Illinois.
- Coordinate and cooperate with the Township Officials of Illinois and other organizations for the purpose of strengthening Township Government in the State of Illinois.
- Nominate and duly elect members of the Highway Commissioner's Division as representatives of said Division on the Township Officials of Illinois' Board of Directors.
